I was just considering a character that would begin under level 30 and I would like to use allied tech that in fact shows as white on the chart. My question is; does the technology ruling apply to the civilian or recruit ID? For example, can a civilian flying a Dragon use Pryos without having to post a story? Or likewise, can such an ID mount Liberty and Rheinland guns on one ship? Naturally, as soon as a relevant ID is secured, it is certain that either a story is posted, Admin permission is granted or the guns are sold.
The tech chart would apply to the recruit ID, as that is specifically, and only for setting up a character, not
for swanning around under level 30.
The civilian ID has some latitude, but not for those intending to use the under 30 rule for avoiding any
roleplay and rule consequences.
If you intend to develop a character, do it in a way not likely to be looked on as a loophole attempt ...

It would be character development, role-playing in a way that a civilian ID can (which is pretty limited really). If ever I wish to avoid roleplay whilst developing, I'd use a recruit ID.
I think the issue here is more of combined technology because there would be no faction ID or tag until such a time that they become possible. In fact, the real issue is that little has been done with regards to low-level guns and that seriously affects some possibilities. For example, there are no lawful class 5 shield-busters, be it standard guns or turrets and this can seriously restrict some civilians. You see, this is where my problem is. I can take the Reaper over the Angelito as it's simply range versus damage, but so far as shields are concerned it's either the Advanced Stunpulse or the Borroco and there's quite a difference between them. One hundred shield damage won't sound like much to a VHF, but for a class 5 ship it really does matter. At least the Anubis can mount a class 3 Debilitator turret, but the Dragon for example does not have a turret slot.
I'm actually thinking that this matter belongs in the mod development section, I'll bring it up over there.
