If you dont have an Order ID, you're not getting one. We will never approve Freelancer, Mercenary, or Pirate ID's the use of our craft. To date, only the corsairs and zoners - both our close allies - have been approved the use of any of our tech, and even those are rare cases, with only trusted individuals or groups permitted to use them.
Sorry, but you're out of luck, go find another gunboat.
Make a post entitled something like "To: the Order|" and explain what and why you want a particular ship. You need to do this in character, i.e. role play the request. Here's an example of a player asking for some corsair technology: http://discoverygc.com/forums/index.php?showtopic=61713. You'll be able to find other examples in the communication channel.

True as that may be, at the very least, I would like to see his reason for a request and the request itself, instead of just shutting it down.
As a member of the OHC, I'll not sayd you have 0 chance to get our approval but your chances are very low. We tend to not give our stuff to anybody else than our allies and eevn them must have really good reasons. So if you have a very very good reason and a real story behind your request, you might be accepted.
Whilst we understand the Order HC may control these ships, Tenacity should not speak for them on any situation which requires an Official Faction be the one doing the decision making. Such as this one. Tenacity does not lead an official Order faction. Ergo Tenacity cannot make a call that requires an official Order faction to make. At no point should he be implying it's his decision to make, or we may need to rethink the process by which these approvals are made.
