Most honorable Emperor, I write to you this day with grief and hope
in the same time. It saddens me that Kusari and Gas Miner's Guild
cannot reach an decision that will benefit both sides and thus continue
to prosper together as neighbors that we have been for a while now.
When I was ready to take over Kishiro, I expected a challenge, and
at times I found doubting myself but as our proverb says
"nanakorobi yaoki", I preserved. This time it is up to us all,
to preserve yet again and try to reach an agreement with
Gas Miner's Guild representatives.
That is why I have decided to invite you and three other
colleagues of mine, your advisors to join me in my home* to
deal with this situation for good. Arming ourselves with patience
and determination will surely bring us fruit, as it has brought us
fruit every time so far.
I have sent an similar missive to Gas Miner's Guild and I'm hoping
for a response. I will keep both sides informed, but it is time
to actually meet face in face and discuss this as things were discussed
generations before.

than few members and in my short time as Kishiro Technologies
CEO I have met some of them; Guild Master Raikoke I greet you,

masters that I haven't had the pleasure to meet, I invite you,
as soon as you can to join me in the Negotiations of the matters
at hand with Emperor Jien Kogen and his Council in my home* in Honshu.
Things were said, discussions got heated and passionate, but
we shouldn't let our passion cloud our eyes and make us
blind to what is ahead.
My lovely garden on 54th floor does just that. As I step inside,
all the stress from the daily work and all the grief that struck me,
whether from my friends or my coworkers is simply stripped from me.
With my vision unclouded I see there is only one way to go with our
unresolved issues, and that is forward, in prosperity as well as unity.
I hope that you will respond to my invitation soon and that the negotiations
can begin, so things can, as Emperor himself said - be resolved.

The motion to move to negotiations in the current status has failed in a vote in the Executive Board.
For the Guild to form a mutual agreement with Kusari, it will be necessary for Kishiro to request to the Imperial Throne the relinquishment of its usurped role as the sole authorized non-GMG possessor of GMG Fuels within the Honshu system. We hope that Mister Matsuo will do what is best for all in this situation.
Until this proposal to the Government is submitted, deliberations on terms of a treaty for proposal to Kusari will be discussed within the confinement of the Gas Miners Guild Executive Board.

Most Honorable Emperor, I bring the update of the situation.
It seems GMG is ready to sit at the table when
Kishiro shows a sign of good faith and appeals to Your Highness
to temporary allow passage of Plutonium and Hfuel trough
Honshu for all the GMG's contractors.
As Kishiro Technologies has already mentioned,
we are very eager to see an treaty finalized between
GMG and Kusari, but we are also ready to do a favor
to Rheinland's corporation RepEx and Zoners to pass
trough Honshu (temporary) and exit to Sigmas until the
Gate from Okinawa to Sigmas is constructed.
However laws are not toys, and placing an law in action
and then suspending it will make Kusari look like a joke.
This should be discussed carefully before any decisions
are made.

Unfortunately, I have found that this is a common tactic from the GMG in their relations with our Government. They prompt us to make concession after concession, just to bring them to the negotiating table, where they stall the proceedings and walk away. Kusari law is not something to be taken lightly, and as a sovereign nation, the GMG, currently has more rights in Kusari then any other group of outsiders. Yet that is not enough for them. They make demand after demand, just to talk with our Government, the Government of the territory that they decided, they should have rights in, that they could make contracts with Gaijin to cross Kusari, without any word to the Kusari government. Well that is at an end, if the GMG and their Gaijin trading partners want to have the Kusari government consider their interests in Kusari, it is time for them to start treating the Kusari Government as someone they need something from. Instead the GMG seem to think they can bully the Kusari Government into doing what they want. This will not happen. I am a 100 percent supporter of a treaty with the GMG, but we will not be forced to compromise our laws, so that the GMG can walk out on talks once again.

After a talk with the Council the Emperor
sent me a message I feel answers it all.

The resolute Guild Masters present this formal proposition to the Emperor of Kusari to serve as a document that will solidify political, cultural, and security relations with our Kusari harakara (brethren). The purposes of this document are to provide a template for the mutual cooperations between the Gas Miners Guild and Imperial Nations of Kusari and to reaffirm the sovereignty of the GMG-controlled space.

Article 1: Mutual Recognition of Sovereignty
The Kusari Government fully recognizes the Gas Miners Guild as a sovereign corporate collective administered by a Board of Executives, whose citizens are its members, inhabitants, and shareholders. Kusari fully acknowledges the GMG's sovereignty over the entirety of the Sigma-13 system, the Hiryu Cloud and Donryu Cloud regions of Sigma-19, Sigma-59 and the vicinity of any entry to the system, the entirety of the Okinawa System, and the 7.0k vicinity and enclosure of Aomori Station in Honshu. Kusari recognizes the Honshu system as a region of overlapping political and cultural interests with the GMG. Aomori Station shall remain sovereign to the GMG, the Kusari Government diplomatically recognizes Aomori Station as GMG's outpost and center of commerce in Kusari.
The GMG fully recognizes the Kusari Government as the sole governing body of クサリ 帝国 Kusari Teikoku (Kusari), and recognizes the following systems as territories of the Kusari Empire: New Tokyo, Shikoku, Kyushu, Honshu, Hokkaido, Tohoku, Hiroshima, Fukuoka, Nagano, Tau-29, Tau-31 and Northern Seto.
Under this agreement, neither entity challenges nor denies the aforementioned territorial claims of the other.

Article 2: Mutual Security
2.1 General Security. Both the GMG and Kusari are encouraged to offer voluntary support to each other against immediate threats including but not limited to unlawful activities, terrorism, and foreign incursion
2.2 Authority. GMG vessels are subject to the Kusari Legal Codex at all times whilst within Kusari space. Kusari vessels are subject to GMG policies and regulations whilst within sovereign GMG Territory. The GMG are not permitted to enforce GMG policies whilst within Kusari space, and likewise, the Kusari Naval Forces and Kusari State Police are not permitted to enforce the Kusari Legal Codex within GMG space.
2.3 Patrols. The GMG has unrestricted patrol rights within the 7.0k radius of Aomori in Honshu. The GMG has restricted patrol beyond this region to the edge of the Chuyu Cloud. Restricted patrols must act in compliance with Article 2.2 and must respond properly when hailed by the local KNF/KSP authority. With this singular exception, neither entity patrols the others' territory.
2.4 KNF Assistance within Okinawa. Instances of Kusari Naval Forces in Okinawa are permitted at Kishiro Technologies' discretion, in order to provide immediate defense of Kishiro vessels and Isehara Terraforming Outpost from hostile threats. Kusari Naval Forces must act in compliance of Article 2.2, and must respond properly when hailed by a GMG authority while within the Okinawa jurisdiction.
2.5 Pursuit. Kusari State Police and Kusari Naval Forces are permitted to pursue, and arrest or destroy criminals in GMG space under the condition that the pursuit originated in Kusari space. The GMG Paramilitary are permitted to pursue those who commit crimes against the GMG and Kishiro into Kusari space.
2.6 Cooperation. Neither entity initiates hostilities against compliant military or state police forces of the other.
