And the large battleship will be able to chainfire four of them.

That's a hypothetical, and a poor one at that. Uber-aim isn't a common skill, and what should be balanced for is the average skill. As was said earlier, you should not balance against the highly-skilled.
And to be honest, even an average bomber pilot is not going to get hit by two battlerazors, even if chain-fired, unless they're very unlucky, or made a huge mistake and got way too close to the target ship.
As I have flown a Cruiser into combat once, and that being the highest cap I've flown, I can't say to the effectiveness of them in combat. But, as a snubbie pilot, I've flown AGAINST cruisers, Battlebarges, and the like many times. Only time I've been hurt by them is by primaries and stupid mistakes. Battlerazors, EMP guns, and even Solaris (unless it's a full sol loadout) don't phase me too much, because I know I won't be hit by them.
I would classify myself as an average pilot nowadays, able to hold my own in most types of combat, but will go down hard to someone of greater skill than myself. This is a personal testimony, but I feel I can speak for many average pilots out there when I say that when I see a Cruiser firing Battlerazors or EMPs at me, I laugh, get to range, and SNAC/Nova them.

Mjolnir, you're neglecting to take into account the ship's firing arcs. Now, forward, and sometimes backwards, firing arc doesn't always matter.. But your targets are fighters and bombers, not other capships, so being directly in front or behind isn't going to happen. They will be beside you, above you, or below you, or some combination thereof. A light BS being able to fire 3 BRs isn't a big issue, because in most situations, it will only have the arcs to fire two of them. Only exception would be if the fighter/bomber is directly in front of the BS, in which case he deserves to die anyway.
Lowering the energy use enough for the light BS to have enough energy to fire three is not a big deal. It'll also allow larger BSs to actually use these as replacements for Solaris. Since the large BSs are so large, Solaris turrets are practically worthless on them. Examples; Kusari, Rheinland, Gallic BSs, OC Dread, Z Juggernaut. Solaris turrets just don't work on these. So having the ability to fire 4-5 BRs won't be that bad. And again; Firing arcs. They may have 4-5 BRs fit, but their target will likely only be in firing range of 2-3 at a time. And BRs have a really slow refire rate...
