10K. So when you show up on screen shots further away than that - you've fled and may NOT come back.
Consequences: Guns stripped, sanction notice in hold

As for this encounter - it was in Dublin, against some Bowex IFF'd ships, on April 3rd.
I remember fighting those people, but at NO point did i flee and then return, the nearest to this that i can think of is is when I chased THEM so that they hid at essex - i dont know if any docked - and after a little while of dodging battleship fire, i continued my patrol of dublin. They DID NOT follow, in fact they discussed it and one said "we dont have sufficient firepower" later i met up with another molly nickbrock -and you can ask him his forum name is veronee - and went to check out an outcast whom the bowex and two armed forces chaps were menacing, the outcast attacked us, we left, they all followed and started attacking us, at NO point did anyone acuse me of fleeing then returning so this is out of the blue! At two points i got disconnected, but logged straight back on, the first time they said it was ok and attacked again, the 2nd they left and i apoligised.
Surley leaving to continue your patrol when the enemy are hiding by a battleship, then meeting them again when your both investigating a third party cannot count as fleeing and returning? I mean what was i supposed to do? Sit there getting shot by the essex?
Please find it in your heart to give this a re-review, and im sure veronee/nickbrock will back me up.

You were involved in the combat with them, and were chasing them. They managed to get superior firepower on their side, by getting under the cover of the Essex. Thus, when you fled to more than 10K away - you fled the combat. If you'd hung out at 9K, then it wouldn't have been a problem - the battleship wouldn't have been shooting at you, and you could've continued to monitor them and kept up the fight.
Unfortunately, you went past the 10K distance. Yes, it's an arbitrary line. But once you broke that line, under the rules you then fled the combat - and should have left the system or logged off.
Thus, when you came back in and met them again, you re-engaged.

Hold on,
By that logic if i were chasing a miner, gave up because it was going nowhere, and turned away to continue my patrol, if he stopped i would count as FLEEING!?? And would have to leave dublin - chased out by his determined running away!?
I mean surley there was no fight to run from, as it was a stalemate - they wernt attacking me and i couldn't attack them, surley they stopped it being a fight when they stopped shooting me?. I saw that you suggested i stay 9k away, but what was i supposed to do there? there was nothing to entice them to budge from thier spot, so we could have been staring each other down till kingdom come potentially (or till ion storms come at least)
And wouldnt it have been better to bring this up in game? i mean no-one even said to me
// you fled now you must leave the system, they did claim to have cleansed dublin of molly scum -me i presume- as i was leaving, but in RP, and when i argued that they had just hid, they didnt object, i think they called it tactics! When we met again they were perfectly happy to engage us with no complaints (there were complaints when i got disconnected but i apoligised and it was accepted)
So please, isnt this rather harsh? if there was a violation - which i dont think there was because there wasnt much of a fight left to run from - it was an honest mistake and had it been raise in game i would have been fine to address it right then and there, as it is i have no guns and no money to buy new ones with, thanks to the zoner issue - which i apoligise for i didnt know you had to re-issue demands when they docked.
I apoligise to the bowex fellows if i caused them problems, please give me back my guns?

Hone, the rules are legally on their side, but that is a flaw in the rules in my opinion, they were fleeing based on what I just read, but you both stayed within 10k of each other until they camped near Essex, at that point you left, because they ran and hid, its a bugger, I know, but if they make an exception for you then they have to make an exception for every other person ever in this same situation... However, I am not Agmen or one of the admins, so I am not saying they won't give you back your guns.

To clear things up:
If you chase someone and there is no point in it and let them run over 10k, THEY are fleeing.
In this case they stopped and turned around to face their follower with superior firepower (the Essex). Their plan worked out. Lure the hostile vessel towards a deathtrap. So they took the posibility of defending themself once being chased at any time.
Suddenly the chasing pilot faced them and since he chose to turn around and leave the area (range above 10k) due to being outgunned, the case turned around. Suddenly the chasing ship is the runner here.
But this time nobody decided to chase him so they let him run. Therefore 5.6 is in action.

Well Malexa, this is why I am not an admin, nor do I want to be one at this point in time.:)
