There are no Civilian Class 5 Turrets, so it's not only Debs. (Apart from the PGs which used to be "Codename Turrets" anyways.)

The Purple Goddess turret is Class 5. It is also Civilian and I quote from FLStat;
This is a rapid-firing particle-based weapon which, though delivers significant damage at a decent fire rate, requires enormous amounts of energy. This weapon is most effective against graviton shields, and weakest against molecular shields.
You could make a class 5 deb turret but where's the advantage for the Corsairs then?
I mean they're supposed to have the best pulse weapons (the old days had only the Advanced Stunpulse then the fast Debilitator appeared and now two speeds of Debilitator) apparantly because lets be honest, a 600 speed salamanca comes up short against a 700 speed Kraken or 750 speed Buckshot.
If you keep taking away the advantages in one area, there must be balance somewhere else be it in ship design or weapon tech.
I never said "make the Debs as good as the Corsair Pulse weapons" - I just would like to see Imp. Deb Turrets, which are as good as the class 9 weapons.
Why would it affect the balance? Only some ships can really use turrets anyway, and I think it won't make such a great difference, if those were Imp. Deb Turrets.
Yes, it will make one or even two slots free for Class 10 weapons...But it's not like this would harm the "balance" that much.

There are no class 5 debs mostly because of balancing and role play issues.
Balancing in that, if a fighter with turrets could just use deb turrets and then use their much strong guns for the hull, it would be a easy fight if the player knew how to use weapons grouping.
Since the good debs are currently guns, a player would have to use up some of their much stronger gun mounts for anti-shield weapons, reducing their hull damage by some margin.
*note: I'm not sure about the balancing part, this is mostly from observation*
and second, if you look at the list of class 5 turrets, there is only 1 civilian weapon, which is the purple goddess chain gun.
Class 5 turrets are "military grade" and thus there are no class 5 turrets for civilians except the all powerful purple goddess which is still hard to acquire

You can just put debs on your gun class 9 slots and use Kraken class 5 turret instead.

Even if class 5 turrets had the stats of class 9 debs, Tizona class 5 turrets would still be much more powerfull and more energy efficient.
Edit: Also the "civilian" argument is bull..., debs are used by Navies all around Sirius. Non-factional ships and guns should be really called something else than "civilian". There is not such a thing as a civilian in a bomber. More like open market equipment.
