I think i asked about this before and got into a discussion with someone about it.
Basically, pirates can camp and tax anywhere they want to.
There isn't a server rule against it.
On other servers, there is a 12K safe zone around the planet and major bases.
In theroy and RP....the NPC police and good guys would be strong enough to take out the camping pirate.
The 'better' RP pirates will atleast shoot at the bases and NPC police....to provided the RP that the law is aleast attempting to get rid of the Pirate.
Beyound that....camping at a planet is tacky and lazy, in my view.
I will try to talk said camper into going else where....and if that fails.......I start calling up Bounty Hunter, Military and even a few other pirates....to get rid of the camper.
Some even provide the 'cleaning' service for free.
Campers sux. ;P
On another note, maybe that should be a new server rule proposial.....No Camping at planets /major bases / 12 K safe zone.
Lets clear something up here ... Its not taxing, that would be if you actually had a reason to tax people, like
you owned the system they were in at the time.
What we are talking about is pure and simple pirating ... Basically stealing money off of traders because you
are the bad guys, and that is a way of making a living.
Now because pirates are bad guys, any lawful authority anywhere is not going to let them sit outside of their
bases plying this way of life, they are going to shoot at them BIG TIME ... Any pirates caught loitering out of
roleplay by not being hostile where they ought to be is asking for their reputations to be drastically altered,
and if we catch them, they will be ... I hope this is abundantly clear now.

I don't tax, I make sure people donate. If they don't want to I introduce them to Mr. Supernova who makes their sheilds go "poof!" (sorry, 4am, blah).
A question for you Hood, if I am pirating outside a planet and all the proper NPCs are shooting at me (and probably my "allies" to because I did something to piss them off:() do you have a problem with that?
To Madam Geisha, we have butted heads over this issue already, and I had to take 2 Asprin because of it...well, that or the Container Transport that charged me...
A couple of points about your 12k "safety" zone.
1) It would create a HUGE amount of paperwork for our poor overwelmed admins "HOOD!! He tried to pirate me when I was 11.9k away from a planet."
2) What about if I stop you 14k away from a planet? Pretty much any established trader ship (Adv Train, Whale, Cnt Transport) can survive that 2k on thrusters and decent dodging. Or am I allowed to pursue a trader into the "safe" zone?
3) A lot of the tradelanes aren't terribly long, like 30-35k long. Some of the shorter ones are only 20ish. In that distance it's practically impossible to successfully pirate.
4) Consider all the crap pirates have to put up with already...
-A) Find a good spot where you will get traders but the local military won't find you too easily
-B) STOP a trader AND chat at the same time
-C) Not get blown up by trader or NPCs while typing (and not let the trader escape)
-D) RP more then "2mil or die" (<-yes, I want to RP more but it gets a little tough in a bomber)
-E) Not get blown up by NPCs while trade is occuring
And that doesn't include escorts, or a trader running 90k UP and then saying "//dying is more relaxing for me" (actual quote, said in system chat) (psst, what I just highlighted is if the trader is anywhere remotly near RPing his/her pirating, most just open fire and/or run while I'm typing)
I'm not trying to throw a pity-party here for pirates but we have enough crap to deal with already without throwing a "safe" zone in there. Again, this is not meant to "bash" your idea, simply a statement (semi rant, i'm tired) of why I do not think it will work.
Hmmm well it seems the admin has cleared it up for me, basically next time I see these people doing this I will make sure of all the required rules and if any are not being followed I will forward SS to admin so they can take the required actions.
I must say that I agree with those people that said that camping planets and bases is tacky and I believe it shows a lack of any sort of skill or ability whether it be through RP or PVP.

Mr. Coder, try pirating, doing it near a planet is not easy and takes a certain amount of skill to dodge all the NPCs that get thrown at you, stop the trader, type up a RP message AND try to prevent the trader from docking.
Now, that being said, is it a SMART thing to do in RP? probably not because of all the problems I mentioned above. Although I have been known to sit above a planet if a trader managed to dock there just to make sure he loses profit until he donates to me.
Edit: "to make sure he loses profit" my chars name is Vengeance, he's sort of grumpy and vindictive, im not pissed off at the person IRL, but I wouldn't be RPing if I didn't live up to my name.

We just stoped the Niobium run, with some of our fellow corsairs, about 4 of us... we tried diffrent taxes, i used taxes between 40k to 200k... it is supprising how many people would rather run and die(most of them died), than pay a really small amount,... //that's a bit of topic...
Where? Anywhere, where you can get away with it.... (not near a rheinland battleship for sure) But it best works, to place yourself at a fairly frequently visited trade route, flying alongside it and there you go, traders start jumping in your lap.
Then the problems that mwerte described begin, but no matter, i recomend catching future cap-whores whille they're poor...

Naturally a pirate may pirate as he pleases(in accordance with server rules of course!!!). So taking this into consideration, a pirate can camp, patrol, or conduct his ship in any way, shape, or form that he chooses. Just because you as a player know that this guy is a pirate, does not mean that in the game through RP that your character nor the NPC characters know that he/she is a pirate. Pirates do not always fly pirate vessels either. Remember that pirates plunder more then just your loot, money, life, and other things, but that they can also plunder ships. And through this so called Role Play, who is to say for example an Outcast Fleet did not engage a small Liberty Fleet and badly disable/damage a Liberty Battleship or Dreadnought. This is just merely one example, the same could be said for any ship that is purchasable on the entire server. I do understand however this means circumventing Faction Affiliations, but then you must stop and think, well what about smugglers... They too freely float through Factions that should tear them limb from limb, both in Role Play and in Pop Culture books, movies, and other media respectively. So for the sake of argument, a pirate can camp and conduct himself as he pleases, especially if that means getting to the sweetest plunders of all; Those being inside supposedly ''Safe'' territories, working incognito and taking it to the hole.;) My 25 cents.
If someone wants to be incognito, maybe he can mount another generic ID : Mercenary if you're IFF tag unlawful ; Trader instead of Smuggler if you conduct legal business. I read somewhere that the ID tell what is your main job ; you can change your job even for a hour.
I don't think its against the rules, as long as you have only one ID in your cargo (which will be mounted of course). As a result, a Pirate can meet his girlfriend on Manhattan and pretend to be a Trader for exemple :)
I'm not talking about Corsairs and Outcast as i think anyone of them must be proud to show their affiliation and faction, and probaly hostile to all lawful forces.
