At present, if I am in a fight, decide to not be in the fight, fly away, kill a bunch of NPCs, get their bots/bats, and fly back, I have not broken this rule. I might get banned for it, anyway, since I obviously broke what the rule seems to want to say, but no rule would have been broken. Something like the following might be better:

Gryph, you're assuming that only your intention is what matters there. If you decided you didn't want to be in a fight and flew away with cruise engines, but the other guy DID want to be in a fight and was actively pursuing you for a while, you fought and fled.
If the guy in your hypothetical let you go without trying to stop you or catch you, you might have a point... too casual to be combat. If someone made an effort to fight you and you ran away (even without cruise what you're talking about would be "shield running" and would also be illegal I believe) you lose.
I beg your pardon, but what it means is what is says. And what it says is I can't enter. To enter is to go in. To go in requires being out. At this time, according to that rule, shield running is legal.

Also, if you're fleeing an enemy it's likely because you can't stand a chance fighting or you were unprepared. Either way you "lose" the fight. Thinking the enemy will just sit back and allow you to go where you want afterward is foolish, just be glad he doesn't follow you into the next system. Killing NPC's for bots and bats then returning to fight, is also a no-no. That's akin to shield-running AFAIK.
Edit: Also, if you use cruise engines that's considered fleeing and you must leave the system as if you were defeated. If you want more info just read the rules again.
