Note that the defending side has the obvious advantage. The supplies can return to the system after getting blown up, the attackers can't. When the shield is down for just a minute, a supplier can refuel the shield and extend the whole operation for hours longer.
Even the most active faction can NOT siege a base 24/7 without making a mistake. The defenders can make plenty of mistakes before the boom, the attackers can't or it's all for nothing.
In th case of a big siege, i think the best is to have extra storage. How? Simple... ships! You dock on the base ships full of stuff and when is necessary, you simple log on those ships and unload the stuff, and hen is safe supplie the base and those ships. I always hated the Barge... every time i saw one i .. damn!!! I even remember escorting one on Kappa ... in 1/2 hour she didn't make it from Delta to 74, and when is was about the midle .. the server went down :-) but ... now ... 30k of Barge can make a good storage room. Those who don't have it .. several 5k transports also help!
And about the trade lanes ... i let the autopilot do all piloting and missed 2! No wories because normaly i usualy make a bit piloting before i enter those trade lanes :-)

Well, simple - not too many bases can be upkeeped actively. You know factions being revoked due to inactivity? And base - without docking rights it's just an attraction object, that sinks your fuel. I know, upgrading base sinks credits very fast. If it's unlawfull - say bye bye to billions if you want to upgrade core and get some more then just 3 modules up.

Sooo, we need to make capital ship be unable to dock on border outposts, as it's also abuse of mechanics. And how about ships F1ing in space to attack base day/night? How about 3 suns standing still one next to each other? How about it's all not real?
So, the more ships you get to support base, the more credits you spend without getting any use of it. Can't dock on base, can't fight blockade as people re-engage on 431245 shared chars and reffill from cloaked liners and so on. I'm glad Heavy Mortar easy base destruction issue was removed - we can concentrate on running trought blockade now.
Next, bases need:
1. Ignore allied (taglisted) player's fire in terms or reputation, while keeping shield activation the same. This will allow usage of weapon platforms.
2. To accept tags on end charname as well as at the beggining, just like activity tracker does. (so you don't get your base accidentaly bugged due to too many tags registered)
3. To have a ID repsheet for base. It should be overrided by registered tags and whould allow allied indies and smugglers/traders use base while blocking docking rights to enemies.
That's about it. Thank you again for fixing synced Heavy mortar abuse vs bases. Implementation is gaining sense, while high upgrade and upkeep costs prevent server from permament base spam all over the place.
EDIT: Also, I've noticed significaly reduced lag in dealers window. Don't know what you did, but I like it. Kudos

note that attackters just need to pewpew without any real costs (that few Bot/bats and ammo cant be rlly counted, even for a cap)

Well, pardon me, last base [KNF] took down, consumed me 6 straight hours, and another guy other 7 straight hours, and many people were coming and going within those hours with numbers close to those.
I've been doing both things, sieging bases and helping to build a base.
Building that base is more chilled, less stressful and, to a certain point, easier, you don't have to worry about who is there, more than you worry about a regular hostile.
To take down a shielded base, you need a hell of menpower, a lot of straight time, and pray to your god that the people supplying the base lives on the other side of the world and are sleeping, or you will have to deal with many many "re-supplying" transports coming with fuel or alloy, time after time even if they were just destroyed.
There is scope for more options for attackers. I have some ideas - but these things take time to develop.
There is also a need for a 'blacklist' of ships that are NOT allowed to dock on a base. A kind of personal FR5. This would give more options for bases being open to the general public.

Just as a point of wonder though, can't you build your own bases in EVE? How is the problem of bases not being defended 24/7 handled there, anyone know?

As long as you keep it fueled, it's pretty darn unkillable:
