Let's say that you have a ship in the Bretonian Armed Forces.
Let's say the Official BAF faction set the base such that it fires on ALL players who aren't on the list, but offer to put indy BAF ships on the list if they ask. But for the time being, your ship isn't on the list.
You fly near the base, and it takes your shield down to 1/2.
Are you now allowed to besiege and destroy the base?
Of course you are, you can always besiege any base at will, you will just have to suffer any and all iRP consequences, which will be quite severe in this case.
There are no rules regarding bases so far, so if it's not forbidden, it's allowed. Doesn't change the fact that it would be pretty stupid to do so.
Bases have a perfectly in-RP reason to shoot at everybody who isn't on the list; they don't have permission to be there. This is rectified easily by getting off your hands and just giving your name to the base's owners. It's really not that hard, people.
My opinion is if the base shoots at you, then you're free to shoot the damn thing back. If the base owners come and shoot you and have same or allied ID as you, you should report them under 6.9.
Bases should not be set hostile to all until the software is fully baked. Setting them hostile to all while the software is not fully baked means its their own damn fault.

That is interesting- I hadn't thought about the 6.9 violation if the base owners come attack you,
No, it is not self defense. Self defense holds that if you have the means to flee, you should. You are instead purposely putting yourself in harms way against a much greater force over hours if not days by shooting it.
It is not at all self-defense, but you don't need ooRP justification for shooting it unless it's an official faction base in which case 6.9/FR2 make it ooRP illegal to shoot it.

Just because someone could invest hundreds of hours in a base and built a bucket load of defense platforms,doesn't means they should set it hostile to every single ship,including ships using their own ID.
Let's face it,bases aren't ready to be used as checkpoints and border stations.
