I've evaluated ships and bases and have tried to come to a new base-to-ship assignment, which will hopefully make things a little more accessible and/or logical. General thoughts behind it:
- Capital ships only on guard bases where available.
- Big ships assigned to be built at shipyards.
- Naval snubs mainly assigned to Navy battleships.
- Civilian ships available in all regions as best as possible
- All civvy ships have at least 2 salepoints to prevent confusion about exclusivity (IE Heavy Tanker != Daumann ship, Spatial != IMG ship).

You use for the Ragnar one time just (FR) and another time (FR- Police). Is there a difference regarding the ship?

Just ignore that what's behind the shipname, it was for my own info only. Prison liner is apparantly useful for unlawfuls as well, it was a reminder to self to try and assign it to unlawful factions too, but I don't think I did in the end. Pilgrim liner's more useful anyway.

I don't believe there's too much in the way of industrial manufacturing on that planet. Is it not possible to sell those ships elsewhere? Swapped the ship assignments for The Ring with Holstein's - means Holstein sells miner snubs, and The Ring sells these transports. Better?

Edit: Overall, the distribution appears to be well thought-out. We all appreciate the extra bit of sanity arising from having some ships more easily available. The best thing by far is not having the House Capitals sold outside of their respective Guard bases/systems.

Why write something up in FLHook when the game engine works fine for this already? It's not unreasonable to consider that not all Freeports will have every ship available - in fact, it's extremely unlikely.

Also, please replace the Phantoms on the BS with the RM LF equivalent (Banshee).
As far as I can tell, the Banshee is the MK1 variant of the Phantom. This means the Banshee gets removed from the game, and the Phantom comes in it's stead for both the military and the police - much like any other house. As for the Mjolnir, I wasn't 100% certain on it, techwise there's no reason the RM couldn't employ them. Both the RFP and RM ships are basically Rheinland state owned after all... I'll flag the Mjolnir issue for review, need to check what the rest of dev central feels on it. It's more convenient for players to have those available at the RMBSses...

At the moment there is no military ship production on Oder. (Infocards/rumors/lore) Alster did take that part. So can you please exchange the sell points of the Rheinland GB to Alster instead?! For balancing reasons you should move the Stork to Oder then.

No, he's correcting it.
Justify how Republican, in the space of 19 years, with no previous history or expertise in military construction, could possibly win a Government contract held by DHC (who have held it for hundreds of years). Particularly considering Daumann have larger facilities and already know how to build those ships.

Alster was always a commercial shipyard, yeah. The only other corp that looked to be challenging the status quo has been ALG, who were constructing a prototype battleship in SP.
I didn't realise Rh caps were sold on Alster. Sounds like it was either an oversight or a convenience thing. Caps were always produced on The Ring (by Daumann, in the RM owned wing).
