I bid you a good day, having fully reviewed the reports of your base registration and that of your tradesmen and economic data which have been fully reported to me. As representative of the Internal Security and Intelligence department I am happy to see fellow individuals interested in the economic well being and prosperity of the Kusari State in such lawless regions as north Kyushu.

However, my approval for economic expansionism has been tempered by a slight note of disappointment. Reports have crossed my desk of increasing levels of pirate activity and armed robbery in the greater Kyushu region as of late. Specifically in the weeks since the completion of the Nebula Base project.

Now, it would be most unfortunate if there were any correlation between your pseudonym and the veracity of the claims being made to me by the local citizens and trade activists. That being said, I would strongly desire the co-operation of the Nebula Installation in helping to maintain the free flow of traffic and rule of law in North Kyushu, something Nebula is in a unique position to see happen.

In short, I want you, and you personally, to work with me, directly, in the interests of the Kusari National Body, and the proper rule of law. There is a great deal to be gained by your doing so. Of course, you are free not do do so, but would you truly want to project such an image to your customers or the residents of Kyushu?

I already discussed this issue of piracy with the rest of the Nebula Complex members of the board and we reached some protocols to follow which can be found here, and it says that a 10k zone around the Nebula Complex from all directions is a No-Fire zone and anyone breaking this will be reported to the Kusari Authorities but as you know we cannot control the entire space, we are just merchants and buisness people so we expect that the kusari authorities will increase it's patrols around this area to maintain safety.

The Nebula Complex Administration would like to have a copy of this reports including names of those who turbid the peace enviroment of kusari space so we can warn our clients and customers about them and also ensure that those criminals will receive fire once they try to infiltrate the Nebula Complex area. Regarding your request, i would love to give any information i can, to help the kusari intelligence and authorities at all times, and please be sure that the Nebula Complex Administration will never hesitate a moment when it comes to national security and will always share information and help as much as possible the kusari authorities so peace can always be maintained at all times. No. No no no, Mister "Yakuza". I did not contact you for a coached Public Relations address of the same sort that a corporation posts after a major incident. I want dialogue with you and you personally.

The nature of the co-operation between the Intelligence Service and your desk is intended to be much more... direct... then mere no-fire zones and status reports. No. You have a number of much more valuable services to offer the Agency.

Let me make this clear. I want face-to-face dialogue between you and my agents. I request the allegiance and full co-operation of the Nebula Complex and it's staff in future operations and the suppression of piracy, and missions to 'promote the economic and political well being of the Kusari State'. To deny such a request, after all it is you have said, would reflect poorly on your reputation among the Intelligence Services.
