Today we received a disturbing Report from one of our Constables.
It involves the Captains of the BES-Insufferable and BES-Irremediable. Both of these ships were stopped by our Constables in New London whilst they were carrying Black Market Munitions (BMMs).
It appears that these Captains believe that Bowex have a 'Special Charter' which allows them to carry and distribute BMMs in Bretonian Territories, namely Planet Leeds.
The BPA's stance, and indeed the Bretonian Government, is that BMMs are Substandard Munitions and are therefore a direct threat to the safety of our Soldiers fighting on the Front.
BMMs are listed in the Bretonian Charter of Interstellar Law, Chapter 3 - Restricted Items, Sub-Section 3.2, as a Fully Restricted Contraband. It goes on further to say:
Quote:3.2.2 - Black Market Munitions
Shipments of Black Market Munitions will be seized and transported to the nearest BAF or BPA installation for sorting and the controlled demolition of hazardous materials. Should this be impractical, the cargo is to be destroyed.
If this 'Charter' exists, and we cannot find any record of it, we request that a copy is sent to our Offices at the earliest opportunity.
From the report, sent in by one of our Constables, it appears that the Captains of these Ships suggest that your Company regularly transport BMMs. Until such time as we receive and validate this supposed Document we instruct ALL your Captains to refrain from the Transportation of these Items. If any Captains are found in possession, of BMMs, until that time, they will face the full weight of the Law.

In the meantime the Captain of the BES-Insufferable has an outstanding Fine of 500,000 Credits. This must be paid within one (1) week of today's date or an Arrest Warrant will be issued.

1) I have asked the previous Leader of BPA (who keeps a fatherly eye on me/BPA) who ran it for about 4 years, a HC of Bowex and other more veteran Community Members than I and none of them seem to have come across this 'Charter'. Nor do they agree that this is legitimate RP for Bowex.

7) Now comes the crunch time. That character is played as a Constable. His RP is that there is the Law and only the Law. He plays by the Book and even when faced (and he gets it a lot) by obtuse Traders/Smugglers he tries very hard to keep his cool and politeness. (I sometimes, depending on the Player do give some ooRP leeway especially to what appear to be new players). I am also willing, as I tried with you, to give ways out of a situation without the need to shoot. I am no PvPer and well know my limitations in that department. The problem, seem to come when 1 stubborn character meets another stubborn character. The advantage that mine had was he had the Law on his side. Maybe your idea of RP and mine differ greatly but it is, in my opinion, RP and I enjoy it. As for your RP, do you think it is good RP for Bowex to be smuggling Gaian Wildlife?

Good evening to the Officers of the Bretonian Police.
I am saddened this had to escalate further. When I received the call from the Police Station near my office, I feared what may have happened. Once the situation was explained to me, I quickly opened a communication channel to the captains in question to demand an explanation.
I would like to assure you in the fact that Borderworld Exports, as a whole, is not involved in the transporting of Black Market sourced goods, and we operate a strict policy, within the company guidelines, that speaks against such actions. As an extension, I can also assure you that no "charter" of this type exists. Borderworld Exports has no right to carry "Black Market" sourced munitions. We agree that, through the advice given by the Police Authority and Armed Forces, that these weapons are highly dangerous, and would put our employees and our soldiers at more risk, rather than aid them in their work, that work being to supply and defend Bretonia.
I would like to close by explaining that the Captains in question have already received the mandatory company warning from myself. I explained that if this goes any further, they would face expulsion from the company. We here at Bowex are more than happy to leave this in the capable hands of the BPA, and our legal team will not be getting involved.
