As it was stated somewhere, CIVILIAN means EVERY NON-MILITARY (pirates count here as well) ship. While usage of term Commercial (because its made solely for the commercial usage) would make more sense, I can't say why Civilian is more widely used in Sirius.
On the other hand, it may derive from the more naval/air nomenclature, in which every vessel that do not belong to military or/and police is labeled as civilian.
Freelancers get 90% for every House ship. Gallic Civilian ships count as gallic ships, so they get the 90% nerf.
There are no 'universal' civilian ships for gallia, like its in the rest of Sirius (CTE/BW Series), so the Freelancers up there would have to live with the nerf.

Huh, that's strange. I thought they were either really rare or completely non-existent.
