The only problem with that is examples like big universities, where EVERY person has the same IP. What happens to my BS if some other student here decided to play on discovery (slim chance but.. you never know) and buy a BS?

There was a time where both my brother and I played on Discovery using the same computer, the same IP, and even some of the same factions. So what does happen then?
If that is the case you will need to prove to us that the two accounts truly are separate people. if that is proven beyond doubt, then we'll proceed from there.
