I come before you today to seek your permission, I wish to request safe passage for a small wing of my security forces and a single passenger vessel transporting 1,000 crew through your great nation to our intended destination of Freeport 11 in Omicron Delta, and If possible the same permission in a months time in order to retrieve our previous charges.
In the past our contact has been somewhat minimal, limited to cordial greetings and the occasional shipment of humanitarian aid, so I understand that my request today is quite an escalation and no small request at that. However if you are willing to allow our short trespasses in return, Orbital Spa and Cruise is willing to offer food, medical supplies, monetary compensation or the possible importation of Artifacts to planet Curacao, whichever you may prefer.
Naturally we are keen to avoid becoming embroiled within the Delta conflict and as such have avoided contact with The Core in this matter, as I suspect they would not be so welcoming to our mission nor our presence.

You are most generous both in hospitality and negotiations, I'm sure my staff would welcome a stop-over at Leon on their return from Delta and if I may return the favour, I would like to invite you and your fellows to enjoy our Curacao resorts. We will be starting our Culture and Cuisine week at the end of this month which celebrates the great diversity our sector has to offer, think of it as an additional payment for the 20,000 Artifacts.
I would advise some caution when visiting however, the recent attack in California has doubled Navy patrols in the area and I suspect the various entry points to Cortez are under surveillance.
I will inform you of our intended time of arrival once it has been decided, again thank you for accommodating us.
