You don't use CDs to uncloak a cap. This isn't about the aggressive aspect of the cloaks, but about the defensive. A capital ship has no chance of running away from a running fight - at least the cloak should make it able to do so. I really think the Wasp is a good compromise, as it would give bombers a bit more variety of loadout classes, just like caps have to decide between anti-snub loadout or anti-cap loadout. Either you go for full damage or you go for disruption.

Aren't they still extremely resource intensive to build? Since you basically need one on every single ship to reasonably play the game if CDs were to stop being able to stop cloaks, they'd need to be very very cheap and easy to build/buy.
Why? Cloak works for your ship, Disruptor has AoE effect. If it could disrupt charging cloaks, you need one, maybe two ships with it, even snubs, and you'd still be able to disrupt fleeing caps effectively.
With the added Cloak Disruptors... I'm pretty game for this. The wasp being able to disrupt still would make it more useful, rather than everyone choosing either the train or mosquito CD. I like the idea.
+1 for making Cloak Disruptors more flexible! Like having them use some of those unused slots and making them cheaper to build. This, combined with the Wasp as anti-cloak CD would be more balanced than the current situation.
keep it as it is. you can still do cloak+jh and get away for free without any skill or trouble.
the main issue with cloaks is the way they affect player attitudes. if cloaks worked better, we'd be back to cloak-people engaging every red they see, fighting for 20 minutes, and then running off if they aren't sure of a victory. it makes both a fool and a punching bag out of the non-cloak person, who is only there to get crapped on without a real chance at succeeding or retaliating the attack.
the mechanics of cloaks coupled with the mentality of the average disco player produce some pointless and real bad gameplay. and again, you can still use them at a jh to get away for free, no matter what CD's the enemy is carrying.
if you put the cloak on the CD slot instead, I'd be game. That would effectively mean that cloaks wouldn't be used offensively.

Only works with snubs.
^ Yes , usage of JH + cloak trick is extremely limited , since you are not always near JH in battle , only fighters can use it 100 % successful ( and they can easily activate cloak in battle anyway ,no need for JH ) , BS have no chance to use it and transport and gunboat cloaks pilots can do it only if people who follow you in to JH are to dumb NOT to CD you after they see you don't have shield on other side of JH .
