Firstly, this post comes as a surprise to us, I think it's common courtesy to speak with the respective official faction first, listen to what they have to say and then post a request or do whatever you think is best.
Most factions on this server have a set of "archenemies" which they are able to hunt Sirius-wide. With a staggering 8 years of history between the two factions, we have one of the longest and most animose rivalries in the history of DiscoveryGC.
Also the claim that LH ID can attack IND without a demand is untrue and incorrect. In any case we are always interested if you wish to contact us as we will listen to your ideas and concerns as well as seek out a common solution.
(edit) Clarification: By current ID restrictions a Lane Hacker can only pirate IND transports anywhere in the Sirius and BUT NOT attack them on sight as it can only treat as combat targets transports hauling gate and lane parts.

There isn't even a leader listed for your faction, who am I supposed to get in touch with?
When I am told that LH members are watching us post in base registration threads and stationing ships accordingly, I have concern about abuse. After the way the way we have been treated by IC and the OC, and now that the OC have brought the LH into it, I think we have valid reason for concern and since I don't know who to contact and have been told "If they LH wants to talk to you it will contact you." I don't really have high expectations.
Aside from any of that, if you want a strong rival faction, so that you do have something to rp with, placing ships around Sirius to grief us isn't really the way to help assist with making the faction strong again. If what you want is to stop IND from being able to get on its feet again, that's what this line in the ID is for. We have a few players right now, but we are trying to get more. The quickest way to stop that from happening is to focus disproportionate attention on us. We want to get strong again so we can fight against you, but at the moment, we have no tools to defend ourselves from you. We can't use strong transports, we don't have enough members yet to use heavy escort and we can't place a bounty. The LH ID treats us by the rules like an official faction, but we have none of the rights or protections of official factions. We are legitimately concerned about abuse.
But as I said in the last post, clearly we should have no expectations. We will be held to all of our old vulnerabilities with none of the benefits. It's ok, we can deal with it. But expect to get everything back in retribution 10 fold should we regain our official status and actually stand on equal footing again.
Edit: Also I think you are wrong about the engagement rules.. I was told that "Can attack" in the ID line means you can treat any ship of that ID as a combat target not needing a demand.
The easiest way is to simply send a PM to the faction account to arrange a direct contact. You can also send PMs directly to members listed in official roster in the faction section of the forum. First three contacts there are members of the high command. On the side note it cost me quite a lot of work to make this post being automatically updated so it always is up to date. Finally you could simply ask around on Skype chats to be pointed to leadership - which would most likely be the fastest way.
Either me or Goro Yoshida will contact you on Skype to exchange our opinions and view on the matter without external distractions.

Furthermore, regardless of how the ID rules can be interpreted, to our knowledge our members have never destroyed a transport without making a demand - unless of course the said transport did not refuse to stop and tried to dock at a nearest base - and this will not change. Finally, while by faction policies we do not publicly discuss any feedback related issues to avoid fruitless forum mud throwing, we do encourage everyone to contact us directly either through forum PM's or Skype - if you have any fears we strongly recommend you to not take words of smear campaigners so seriously and simply contact us directly - we are always open for discussion, feedback and are willing to achieve compromises.

If it wasn't for Spazzy's events server would be in real trouble by now.
People want to rebuild IND-why not help them?
If that would help bring back one more faction to game just do it.
If it doesn't work so be it,admins can always revert to old id.

The following is meant for you and anyone else who takes your view on this matter, and I can see a couple of them in this thread:
If you put more thought into the position you were taking, you'd know that would be bad news for everybody except the IND.
If you want to bring back trading version of the Phantoms with all of its privileges (a lot) and restrictions (very few, which is why the line about the LH was added to the ID in the first place), you can go right ahead. I know that Zelot is trying to make it better than it was before and not some kind of elitist haven, but I certainly wont stop you, as I stand to gain where you stand to lose. That would make a nice change from the general trend around here, though.
From my point of view, I'm doing you a favour by pointing it out. It would be a mistake to resurrect the IND "as it was", at least when concerning what I perceive to be the current goals of the admin team. My personal view is somewhat different as I feel the IND earned their previous position by negotiating well and also absorbing some very large fines, which I myself levied on them, but there we go.
It would be inconsistent to apply your argument to the negative parts of the IND's previous arrangements, but not the positive parts. Having your cake and eating it too... that reminds me, I've got some cake to check up on.
