To whom this may concern,

My name is Mathieu Rousseau, the elder of the largest sect of Brigands within Gallia. If you do not know about us, this doesn't surprise me. The Brigands seldom leave Gallia and are not widely known to those outside of Gallia. My reasoning for contacting you is the result of the last council summit of the Brigand leaders, we have a desire to gain closer relations with the Outcasts of Malta.

This may come as a surprise given we both, to my knowledge, know very little of each other. We do know one thing about the Outcasts, however, and that is that you are the suppliers of a drug referred to as Cardamine. This drug is rarely seen in Gallia in comparison to the existing things we have here, like Nox, and from those who have tried or taken it, there seems to be quite the demand.

The Brigands control most of the black market of Gallia so any substance that can turn a nice profit gets large amounts of attention from us, and it would seem that the Outcasts are in a similar business to us but with Sirius instead. This is why I believe it would be mutually beneficial to go down a route of pursuing closer relations as we both have huge untapped markets to which we can exploit.

Do excuse the delay, though there is a lot that falls under the table from time to time. The Brigands, you say? It has been a while since Malta has heard even a dying word from Gallia. This is the reason why the Council is currently indecisive of whether there is a net gain to achieve from a cooperation. You claim to be interested in our Cardamine. Please, give us a little taste of your ability to distribute it within Gallia, preferably to different locations, and we can see if there is a future in these talks. There is no reason why you shouldn't be able to visit Malta for the sole reason of picking up produce right now.

It's taken us some time, but we have over the last week we have done several convoys from Malta to Gallia. The Cardamine is currently being processed at Epernay Station before it is moved through the Gallic black market network. In the not too distance future, it will be bound for major population centres all over Gallia.

Epernay is located in Champagne, this can limit our effectiveness to ship it to the far side of Gallia, which is why we also sent a couple of shipments to Boulogne Base, which should remedy that issue. Additionally, I've received word, that an application has been placed for the Brigands on the Maltese Bounty Board, so perhaps we will be able to help in other ways.

I hope the quantity of Cardamine is to your liking.

Unfortunately, I have to bring some bad news from one of the Brigands. My right hand was given some information he has since passed off to me detailing of a skirmish between Outcasts and Brigands. He claims he was in the Tau-23 system, or Gers as we know it, where two Outcast pilots engaged him, as well as some Royal Navy scum.
