I think most people seem to have missed the point. I was not asking who I can pirate, as, from a RP perspective, I can pirate anyone, and the rules do not restrict that. What I wanted to know was who I cannot kill without first making a demand.
Another, possibly clearer, example: A Hessian pirates in Omega-7 in a Behemoth. Note: pirate ID, transport class vessel. A Corsair arrives. Naturally, in RP, the Corsair would want to remove the threat to their piracy, yadda yadda. But, according to the rules, does the Hessian count as a trader? Ergo, does the Corsair have to make a demand? And, assuming the Corsair does have to make a demand, what if the Hessian complies?
Oh, and to you "you shoot at me before demanding, I refuse" people...not here, please.

:DI very often make the demand on nearly everyone, every bounty hunters... Let them pay if they want to live,... or let them die if they want that....
So my advice tax everybody, except those that you out of personal (RP) reasons you might not want to. But rules are very clear all trader id's require them for you to make a demand. I orient more according to ship type all transports and freighters get a demand for sure.

I didn't say I'd rather die. I guess if I'm going to get pirated for say, 3 million, I can re-load for less so depending on the mood I'm in, I may fight back or I may not. Hey, I'm old and I'm cranky, OK? It also depends on how the pirate asks. I think you will find that most of the time I just make a "donation" and move on.
Count on Common sense. Common sense is our greatest thing. You can pirate Zoner, Junker, Hessian... If they really trade. If you see OC IDed trasport, you may both simply attack or demand him to pay/drop the cargo, if you are Corsair. Noone will complain over this, simply because noone have right to complain. And Trader ID? You can demand them to death. no matter what they are flying.
I buy things I don't want to make an impression on people I don't like.
