I say that, and yet I don't hire scouts often, myself!

I actually do this intentionally, as I very much enjoy interacting with pirates and I'm willing to pay the fee for a good spot of RP. Usually, I'll go out of my way to give a bonus in some cases, if the encounter is memorable.
