I do not see how the existing LR faction needs replacing. What I have seen so far of them. They are doing fine.

where is the intrigue, the politics? what makes your faction stand out besides the boring pirating and lane camping?

Anyone has the right to make their own group regardless of what groups are active at the time. Your arguments regarding whether or not they are useful will mostly be valid only if they will go for officialdom, which by the sounds of it - is not the case here.

It is still understandable that if the negative criticism towards the current official faction - which this new faction is based upon and attempted to be justified by - is deemed to be based on incorrect foundations by some people, then those people raise their voice against perceivedly false claims and demand correction.
The OP is not just an announcement about the new group, but also a provocation, and as such, a successful one. A bait, if you wish.
About the activity issue... it's possible that a faction is very active at a certain time of day, and totally inactive in another. That should be neither a reason to remove official status, nor to keep people from creating another faction.

The only real rules to this faction is a Liberty Rogues ID and Liberty Rogues IFF, otherwise any ship ownable by a Liberty Rogue without a incompatibility nerf is allowed. This includes all civilian vessels, and third party faction vessels made for the general population, and credit demands must take into account the targets ship size and cargo. For example, a Mastodon-class transport, while carrying Copper Ore, may be extorted for 5 million to 15 million credits, as the ship itself is incredibly expensive, and ore is an easily acquirable commodity.

Still curious to see the Lore violation LR- should do/should have done in your eyes. Is it the Problem that all these Storta and Sarissa's are getting shot at to show them they aren't welcome within Liberty Rogue Space ? - Or the case that they keep their turf free of any foreign threat and help the Navy doing that because they know the Navy is less worse than any foreign power - like Rheinland or Gallia - to have the controll over their space.
Everyone should always have proofs for accusants in any form. - And you say they have no activity ? - Hell then take your pals and join the official Faction and boost their activity to the level YOU seem to have in mind. Then you also have the possibility to point out the points which hurt your butt directly to the leader(s) of the faction so that the things might get sort out. If you don't want to do that - good luck with your "faction". Yet it is your turn to show if your faction is one which have to be considered inRP as an good asset added to the server or just be a "Pirate and pew everything what doesn't pay your unnormal high demands and have a base in the farming grounds of new players as Rogue because Indie Pirates doesn't have them."
Thing i notice too is how you only just joined this month. This could be new account to an existing player, but how do you know that LR violates the lore in any way if you are just new? Have you played with them for a longer amount of time? If you have been around longer, you would know that there is an unwritten rule that Penn is kept out of heavy piracy.
And 15mil is insane. Especially if you want to start in a newbie zone. You should be shot for that insolence alone.
