Some people here write that the factions do not want for some reason to go to the official basic. I already wrote about this:

The most important thing is that the factions will be able to fulfill their goals, simply by walking under the flag of the official faction. Yes, there is a sub-fractional level, but the unofficial faction always has the opportunity to withdraw from the official faction and itself to try to become official.
In simple words, in the official faction it will look something like this:
- "Do you want to fight the Nomads and the Infected? The Fifth Fleet is for you."
- "Gallia tired? The Sixth Fleet already has several ships that it is ready to provide to you at any time."
- "Would you like to be remembered as the commander of the most deadly infantry in Sirius? Join the 15th!"
The most important advantage will be cooperation between the factions, which will allow them to make joint decisions, and not wait until some of these factions do activity (as I, for example, try to raise the asset against Gaul).
I still do not understand what is this thread is about actually. What you propose (unofficial faction becoming part of official faction if both sides agree to it) is possible all the time and it even happened few times in the past. That´s not really a new idea.

Easy.
Those are four different groups, made up by different players in each one. For one reason or another, they do not wish to share the same tag or be in the same group with the other people. And that in by itself is enough - it is their choice and nobody will/should stop them. They will survive or fade into obscurity by themselves.

Everyone want to be a boss , nobody want to be minion .
Therefore , everybody makes his own faction , so now we have 462 factions with one boss ( and 2 members ) all over Sirius .
