The discussions you are referring to only shows there are two groups with different opinion about the matter. Both think they are right and have points to justify it, but that does not mean they really are. So far nowhere was proved there is one and only big right truth.

Fact: a ning nong posted something that had no RP attached to it, something that was spammed to a number of bases, and the only difference was the name of the base. The same ning nong within two minutes posted the Attack declaration, and destroyed my base just after the 8 hours. I was in bed or working with no knowledge let alone ability to respond.
No RP means an illegal attack irrespective of an attack declaration was made. To the letter of rules, but certainly not in the spirit of the game.
And let us rip the scab off the festering sore. POB's take a lot of time credits and passion to make. A ship loses a load, it respawns with all its credits, the PoB is gone for good. The nong nong never even afforded me the opportunity to defend my base, let alone get my crew to safety. Read also heaps of gold ore, 10's of millions in the base bank, all because the (deleted) ning nong wanted a giggle. Explain to me how this type of action doesn't demoralise players, and pisses them off to the point of leaving?
First, maybe you can start debating without insulting the person all the time, especially when he apologized to you publicly already.
Second, we had several such threads every now and then after some bases were destroyed. The matter is quite complicated and same way there are base destructions with minimal RP, there are also base constructions with minimal or even no RP. It´s same bag of problems related to POB balance and there is no easy solution.
