The ID/IFF thing is simply due to an annoying rule related to factions and matching tags/IDs. If I could set these up with Mercenary ID/no tag, I would. But that's not an option.
Well, okay, I could drop the tag for these, have no IFF, and use a merc ID, but then there's a chance the player won't know why I lured him into an ambush. That wouldn't be very sporting, now would it?

I know that there are several corsair and outcast eagles. I beleive that most use their factions guns. And that isn't sanctionable. The eagle is a civilian ship, sold on a zoner base. The only problem I can see with the arrow is it's selling location. Which is a Planetform base. It is however a civilian line ship.
That said, the selling locations of a lot of ships are throughly stupid. For instance. Setting up a xeno starblazer (civilian ship) involves us landing on denver, admittedly with no tag and a trader ID... But it still feels kinda wrong.
The ID is a thing that just compensates for other indicators such as a computer base with ships and their crimes/good doings against/for a faction.
You do not see the ID.
That rule about IDs is, in my view, just something that tells people not to have a red is dead mentality, and account that some people may be repfixing or such.
It depends on how you evaluate the word 'ID'. In order to prevent the disambiguation, once considered as a matter of fact that prevents the confiscation and confusion of overall observation throughout the people we interact with, the ID is a recognizeable object whereas it is supposed to be a private property if we assume the so called identification card to be a pilot's reputational license. In this case,

will sound true. Thus, where we could go wouldn't bo farther than making predictions about a pilot's ID info by depending on his affliation.
Given that -in my opinion- the Arrow is ok for use by the Xenos, I see no problem with the Otcasts, Corsairs, etc, same as the eagle. I don't think the infocard specifies any affiliation associated with the ship.
