I've been directed by Consul Riley to contact you to inquire about acquiring one of these properties for the purposes of setting up a Special Economic Zone on Planet Curacao, as authorised under the Financial Services Act of 827 recently passed in the Octavarium Senate.
The Ministry of Finance will operate facilities there to offer financial services to foreign nationals, such as offshore banking and business registry. In addition, the Ministry of Services will open offices to operate an open flag registry for merchant ships. Finally, the Ministry of Relations is also interested in setting up an Embassy there to better facilitate relations with Liberty and Bretonia, and as such Octavarian law will be in force within the facility.
Now, enough of what we get out of this deal. On to what you get out of it. In addition to the money paid for the property itself, we will grant your company free use of our services for a period of two standard years. In addition, we will pay you 2.5% of the profits gained from this venture. With the amounts of capital we're potentially looking at, you stand to make a substantial sum.

Apologies for the delay in replying. It seems one of our subdirectors is quite a bit enthusiastic about this, but she has covered some points of note. We defintely need to hammer out some more details regarding the plan especially with regard to legal and financial issues. My name is David Crooke, director at Orbital Spa & Cruise and current official board elected representative for this communique.
Unfortunately at the moment, the board of directors are a bit ... hung up. The current chairman of the board, Mr Seabourne, is currently on a business trip to the Confederacy of Gallia. Communication with him has been sporadic at the moment due to his schedule and the board cannot in good faith come to a consensus without his word. For now, I can at least attest that Orbital Spa & Cruise has interest in your proposal to establish a financial hub on Curacao.

Mr. Crooke, it's good to hear from you. I can understand not wanting to make a decision with your chairman currently incommunicado. I also understand that there are some concerns, as what we're asking is a major undertaking.
First, concerning the rather checkered past of some of our citizens. The Special Economic Zone will be operated directly by the Octavarium Government rather than any individual citizen. Also, as we're expecting to do business with respectable citizens from the major Houses, order will be properly maintained and good behavior enforced.
Next, concerning our request to have our laws in effect within the Zone. This is standard procedure for embassies and consulates in foreign territory, and is necessary for the Ministry of Relations to do their work. In addition, a number of our citizens, including government employees, are dependent on Cardamine for their survival, mostly due to Maltese national origin. This is not an issue under Octavarian or Bretonian law, but our Libertonian neighbors are not so understanding, and operating the area as an embassy will save us undue harassment from the Libertonian authorities. Given the legal issues involved, however, we will limit cardamine use to medicinal purposes only, under proper medical supervision. We will not distribute it to non-Octavarians, nor will we permit its use as a narcotic within the SEZ.
I will, as requested, attach a copy of our legal code, and any specific concerns can be addressed in our agreement.
The following laws are set forth as the official regulations of Natio Octavarium sovereign space and, in some cases, the zone within weapons range of Natio Octavarium stations and installations.
1. The possession of contraband is a crime except for traders with contraband permits and government forces. The following items are classified as contraband:
Artifacts
Human Organs
Nomad materials
Slaves
Depending on the amount of contraband being carried and the offender's history, punishment varies from a warning and/or a fine to cargo confiscation and arrest. This law does not apply to members of government forces who are transporting confiscated or acquired materials to an appropriate installation for analysis. Additional contraband laws may be enforced by Crayter Republic law enforcement agencies in Crayterian space and protection under Octavarium law may not be possible.
2. Possession of any and all Nomad-derived technology (including, but not limited to, weapons and cloaking devices), by citizens of Natio Octavarium is a crime punishable with arrest, an appropriate fine, and confiscation and destruction of the offending equipment. Individual exceptions to this prohibition may be granted at the sole discretion of the Ministry of Intelligence.
3. Assault in Natio Octavarium territory or against citizens of Natio Octavarium, whether or not death or loss of personal property including spacecraft results, is punishable with arrest and an appropriate fine or jail time if the offender is caught. This law does not apply to civilians and mercenaries who are assisting government forces in space combat, mercenaries fulfilling clearly marked bounties, or pirates attacking non-compliant corporation transports. Self-defence is permitted, though non-lethal outcomes are preferred.
4. Impersonation of a member of the government or government forces of Natio Octavarium is a crime punishable with arrest, fine, and/or IFF and communication tag change request. Continued breakage of this law will result in the offender suddenly finding Natio Octavarium assets and pilots attacking freely.
5. Ignoring the requests or demands of government forces is illegal and punishable with arrest and/or a fine. In severe cases, government forces are allowed to open fire on offenders.
6. Sightings of Nomads, Nomad infectees, ships possessing restricted Nomad-derived technologies, and unescorted military capital ships in Natio Octavarium space must be reported immediately to either the Minster of Relations or the Minister of Intelligence. Failure to do so could result in fines.
7. Intoxication while piloting a spacecraft (also known as manual operation under the influence) is a misdemeanor and can result in a request for the offender to dock with the nearest installation or planet, or to relinquish command of the spacecraft to a sober individual.
8. Espionage for another house or faction, treason, and the sharing of classified government or corporation information is illegal and is punishable by arrest, fine, and declaration of the offender as an enemy of the Natio Octavarium.
9. Warmongering, or convincing two factions to war with each other, is illegal in Natio Octavarium space and may result in arrest, a fine, and/or the forced removal of the offender from Natio Octavarium space.
10. The construction of an unlicensed modular station in Natio Octavarium territory is illegal and may result in the overtaking or destruction of the offending station, and a fine being levied upon the owner of the station. Contact the Ministry of Services for information on licensing and support contracts.
Natio Octavarium currently considers the Gallic Royal Enclave to be an existential threat and is at a state of war with the Hellfire Legion (and its unrecognized Commonwealth of House Liberty). The militaries and police forces of those nations are prohibited from entering Natio Octavarium territory. Corporations belonging to or suspected to be supporting those nations are prohibited from operating in Natio Octavarium space, and offenders will be escorted out, disabled and towed out or to impound, fined, or otherwise dealt with. The Rheinland Imperialist insurgency and its supporters are also considered an enemy to Natio Octavarium, and shall be treated as above, though corporations aligned with the Imperalists who denounce that affiliation and unconditionally return to supporting the legitimate Federal Republic will be removed from the list of banned entities.
As a signatory partner of the Crayter Federal Republic, Natio Octavarium forces reserve the right to assist in the enforcement of Crayterian law in Crayterian space if requested by law enforcement officers of the Crayter Republic.
Certain groups are allowed to enforce the laws of Natio Octavarium in Natio Octavarium territory:
Fourth Octavarium Fleet / NO-F- - The Fourth Octavarium Fleet is the military presence of Natio Octavarium both in and out of its sovereign territory. The Fleet is the arm of foreign and internal affairs of Natio Octavarium. The leader of the Fleet is the de facto Minister of Relations.
Octavarium Intelligence Commission / NO-I- - The Octavarium Intelligence Commission is the internal affairs and espionage/reconnaissance branch of the Government of Natio Octavarium and acts as the operating force of the Ministry of Intelligence. The OIC's offensive zone of influence officially remains the same as that of the Fourth Octavarium Fleet.
Independent and grouped mercenaries - Mercenaries who are registered with Natio Octavarium may enforce laws as pertaining to any specific bounties that have been posted, with punishments according to the guidelines set in the specific bounty.

We have gotten word from Mr Seabourne. The board of directors have drafted a series of conditions that Orbital Spa & Cruise wishes to impose for the construction of the financial hub. Naturally all of these are open to discussion and are not set in stone.
Orbital Spa & Cruise will not sell the land wholesale. The land will leased out on a long term contract. For legal reasons, this does not apply to the embassy complex, that piece of land will be the rightful property of Natio Octavarium.
In light of expected greater human traffic, Orbital Spa & Cruise wishes to impose measures to restrict pollution in order to preserve the quality of Curacao's ecosystem.
The building and operation of residential and leisure infrastructure in the financial hub is restricted to Orbital Spa & Cruise and licensed franchisees. Should 3rd parties wish to operate such facilities they are free to obtain the necessary paperwork from Orbital Spa & Cruise.
These conditions are here for two reasons: Firstly as a safety net for Orbital Spa & Cruise should legal problems arise. Secondly to ensure that there is no conflict of interest. I understand that these conditions may be a bit unappealing. Because of that we are also willing to make several compromises on the benefits provided to us.
Natio Ocatavarium Ministry of Finance personnel are granted specialized passes for use of our facilities for a period of 2 years. Passes have limits that are refreshed at the start of the month. The benefits of such passes can be discussed at a later date, greater limits for higher ranked personnel can be arranged. New passes may be issued if somebody of stature from Natio Ocatvarium chooses to visit our fine establishment. Passes are valid for all Orbital Spa & Cruise facilities, not just on Planet Curacao.
Orbital Spa & Cruise expects a great deal of profit from recreational spending by businessmen. In light of this and our own set of conditions, we are willing to lower the base contribution of total profits of the financial hub by Natio Octavarium to 1.8%.
Regarding point 1, we are willing to extend the duration of the passes past 2 years if you reciprocate by allowing the free usage of your facilities beyond the stipulated 2 year period.
Naturally I also assume that a financial hub will take a while to establish and will not immediately generate profit. The exact period where these benefits applied can be discussed at a later date.
With that cleared out, we can now talk about issues of law. This is the area where Mr Seabourne was quite vocal about. As you may know, Orbital Spa & Cruise is a neutral entity with operation passes in all 4 major houses, even during times of conflict. It took us a great deal of positioning and liasing to come to our current status.
We accept the implementation of your own set of laws within your embassy compound, however Mr Seabourne and a few others are against the implementation of Natio Octavarium law within the Special Economic Zone. Planet Curacao is in a unique position between Libertonian and Bretonian space, we have managed to maintain some level of sovereignty through continued cooperation with the two houses. There are concerns regarding a 3rd party establishing its own set of laws on our planet, especially when there is some level of conflict with Liberty with regards to cardamine.
The board of directors is also against declaring an area as large as a financial hub as an "embassy". That will no doubt raise some eyebrows. The last thing Orbital Spa & Cruise wants is an investigation by Liberty and Bretonia.
My own personal suggestion is for the Special Economic Zone to be, on paper, considered part of Orbital Spa & Cruise's facilties while being technically governed by Natio Octavarium. This ties in with the proposal for a long term lease of land rather than an outright purchase. With Orbital Spa & Cruise's unique position, I am sure we can help deflect any issues by differing to Bretonian law where convenient. There is a reason why both Liberty and Bretonia tend to not pry too hard into what goes on Curacao. It also helps that it keeps the project from drawing too much legal attention.

The Ministries of Finance and Relations have reviewed your proposals, and we find them all reasonable. We appreciate your unique legal position, and the autonomy that Curacao enjoys, and we have no intention of endangering that through our own activities, nor do we have any desire to harm the environment on that remarkable world. Allowing Octavarian law to hold effect across the entire SEZ would be preferable from our standpoint, but we understand that it could potentially place your people in a more precarious position than you're comfortable with. With that in mind, we accept your condition limiting Octavarian sovereignty strictly to the diplomatic facility.

As for the trip, normally I am confined to my office here on Planet Curacao. Ironic that I personally do not get much in the form of leisure despite working for a leisure company.
