Don't give up so quickly, I think Lusitano is just a bit salty because they nerfed the SHFs
At first I was off put by the idea too, but as the situation stands now Unlawfuls have very little incentive for bases (and don't even have access to TLAGSNET). This would give a nudge for the Unlawfuls to field bases as Forward Operating posts.
It would also give more gameplay options for the intelligence IDs.
In the end I think this feature would be good for more activity. Sure, it can be abused to "avoid" players, but if you make it easily counterable (e.g. not working when the shield is up or revealing the location of the listening base when used) then it would provide an activity hotspot. I will provide counterexamples to Lusitano's examples:

Lawfuls can't listen over to the next system. If there is a listening post in the Unlawful system, why are they not clearing up that first? Like Darkwind said make it work both ways, you can listen, but you will also be listened back via system wide notifications.

I don't see this as a big disadvantage. Like I said, no listening to the next system over, and whoever spots the group on their approach can, even as it currently is, simply tell the rest of the defenders what they are fielding. So not a lot of damage there. Besides, it would make jump drives more useful for surprise attacks.

A mining group is unlikely to use this thing a lot as they will focus on making profits. If you are listening you are not mining and making money. So they would be checking every few minutes when dropping off the ore. You would still be able to jump them.
If you limit the whole feature to Core 1 only I think it would actually provide more utility to the low level PoBs. The problem is people placing multiple POBs so they can get both the storage and the radar, which is currently only solveable by rules.
So in short, this looks like it could work if
is limited to Core 1
reveals the base location when used
needs to be built as a separate module
possibly make it use Fuel when listening so an Outpost that is used a lot will be out of Shield fuel faster and thus more vulnerable (this is only advisable if the password thing can be implemented, to prevent griefing). Or just make it not work if the shield is up.
I think it's worth discussing such ideas further. The current gameplay in Disco is quite stale, and the playerbase is quite thin and spread out over a lot of systems. Anything that can make interactions more likely to happen is a worthy pursuit.

yeah and of course a group of independet pirates have a lot of pobs on lawfull control systems. right!!! go head with go! let it grow the alreay hate for pobs. who cares right? the mod is full of players and every day new players come around and join it .. right?
