Test a match-up three times in a row, always. Then switch ships with your partner and test it another three times. Always use RP loadouts. If a result is uncertain, try a different partner.
Test a ship in a "chase fight" to see how hard it is to hit when dodging around. In a chase fight the ship in question should simply dodge while the other tries to hit it.
Compare ship sizes to each other by positioning next to each other and taking screenshots. If you think a particular ship is too small, get a different ship, position it next to the other one and take a screenshot, then post on forums.
Try to keep to these guidelines as best as possible. Once you are done testing, post a thread on the forums with the results, mentioning the participants, results and possible fixes specifically. If you got questions, post in this thread.
And a personal request for everyone who wants to start a topic here: if you do it because you couldn't win a fight / lost a fight, try talking to the other participants as well before you post, just to make sure you didn't make any non-balance related mistakes, or tried to use a ship / weapon for something it's supposed to be bad at.
