My inspector is pushing me to find a staging location for a CDI patrol wing in London after some issues with the local BPA garrison. Was wondering if you could put me in touch with someone at Kensington I could have a chat with to feel out some options?
Sergeant Howard, it's always nice to hear from the Police Authority... or, well, what's left of it, I suppose. I'd be your someone at Kensington. After checking in with the relevant managerial personnel, reviewing applicable laws and bylaws, and generally doing the necessary digging, assessment, and analysis, it appears that the provisos of the Wartime Powers Act enabling Crown requisition of civilian facilities have expired and London extraplanetary governance has failed to refresh their terms of applicability.
As such, given the legal status of the Civil Defence Initiative as auxiliary special constables, contrasting with the jurisprudentially confirmed and precedentially legitimized status of regular Police Authority constabulary, I must unfortunately inform you on behalf of Gateway Shipping Incorporated that the free licence of hangar space aboard Kensington to CDI pilots would carry with it a risk of legal liability that our investors have deemed unacceptable. There are thus two ways forward:
Firstly, Chief Inspector Timson could take concrete steps to mitigate this liability vis-à-vis actions with legally-binding weight as substantiated via precedent well-established in historical cases of corporate liability brought before the courts. As a few examples of satisfactorily mitigatory actions, a signed and notarized letter of attestation from a traditionally-deputized, i.e. non-'special', officer of the law of at least the rank of Inspector, or a relevant minister of local authority, regarding the urgent public need for additional staging locations for CDI assets.
Secondly, the CDI, as a corporate or chartered entity -- presuming you are legally incorporated or chartered, and don't exist in the legally vacuous state of other 'temporary' wartime-era institutions -- would be more than welcome to enter into a contract with Caledonia Distributions acting on behalf of Gateway to rent priority access to two hangar bays on Kensington. Should you choose to pursue this option, you should be aware that given the current market environment any final agreement would likely not include guaranteed access to constant electricity, nor to Kensington's supply of spare parts for scheduled or ad hoc repairs, nor to any Gateway personnel... though surely, in such a scenario, Civil Defence would have the resources to mitigate such gaps via e.g. portable generators and externally contracted technicians.

Alright, you can put away your legal thesaurus. We're not looking to commandeer anything, under wartime powers or otherwise. Like I said, I just wanted a chat to scope out some options.
I know you Gateway lot can be a bit cagey because you've not exactly been given a fair shake in Bretonia - Lord knows, I saw enough of that when I still worked for BMM back in the day.
I want to strike a deal that's good for both of us, like Poole back in the day - aye? There are benefits to having a cargo confiscation team launching from your base. If you ain't comfortable with that, we can always make enquiries with Canterbury instead.
