Yeah I don't see why they cant trade. More of smuggling than trading since they aren't legal as a people so anything they carry is therefore illegal as well. But yeah, everyone has to make a living and everyone needs supplies.
Well I brought up once whether the BD should be allowed to use the Kusari Train, Transport or Pirate train/transport.
I think it should be done. Although the majourity of BD supplies come from pirating, we still need a way of ensuring that we get constant supply of credits.
The allowance for Dragons to do trading would also allow them to have their own Transports in tow - to collect cargo dropped at gunpoint and then to deliver it to the relevant locations.

First of all, no trader in his right mind is going to enter a system when there are 6 BD in there cause he knows he'll get attacked. So the traders wont come near you. Secondly, there may have been a couple KNF around at the time but you have the same problem. No one likes to loose a fight so they wont log in when they see that if there aren't enough of them to challenge you.
Personally I would have split up my group of 6 into 3 groups of 2 and sent them into different systems. Give each wing two systems to patrol and you don't look like such an imposing force. Now the traders and lawfuls won't be wetting themselves looking at the system radar and you'll have some activity. Also the patrolling in two systems allows you to go find targets rather than wait for them to come to you. Hunting is way more fun that shooting at empty space and getting annoyed waiting for something to happen.

2. Without the various lawful forces around there is actualy very little we can do. Blood dragon propaganda doesn't go anywhere when there's no-one around to hear it.

We had six ships on seperated over two systems (one group in NT on the lane from the shikoku gate, and the other in kyushu on the NT lane) We pirated a number of transports gave them the BD speel, and all was rather nice and fun and dandy, yet still we got no responce from any lawful for over an hour and a half.
Honestly, I like your proposal, I like the people involved, but I have yet to see if this is going to work or not. I've noticed that Kusari is quite a closed club. If I'm on my Dragon, that means there is one less lawful to respond to me. If I'm on my [IG] then there is one less dragon to cause the trouble to make me appear.
I don't feel like the Nova have been insulted in any way, it just seems like this faction's basis was kusari inactivity... The only way to do that is to attract more players to kusari, not to spread yourself thinly across the various factions there. In Bretonia and liberty there is a large player base and you can decide which side you're going to fight for or play as today by looking at who has the greater numbers. You can't do that if -nobody- is playing. The NovaPG have just brought four or five new members in, many of whom hadn't previously had any Kusari characters at all. This is good, as the area does need some attention. I think the main focus should be on trying to entice players who perhaps hadn't had a kusari character before into the area, be it as a KNF or dragon or GC or whatever.
At the moment if any one force logs on in large numbers and waves their hands and shouts "LOOK AT US! WE'RE ACTIVE" everyone else just goes "well sod that... can't compete as all our guys are over there being dragons."
Multi-factioning is a very very good thing, as it brings an open mindset, but before we do that, we need to bring more people into the rather closed Kusari RP circle, rather than those of us who are there already just creating new characters.
Once we have the numbers up there, then we can start multi-factioning on a larger scale to bring flexibility.
17's only two jumps from their main base, as far as I remember. As for interests, it's fairly borderline, but Okinawa is pulling them more in to that game.
