When the Zoners constructed their gunboat, a more offensive variant prototype was developed at the same time. This design was then secretly shared with the Order, who then developed plans for large scale construction. Thus was birthed the Hathor.

As a solution, read that like this:

Meaning: one gunboat (the zoner's one) and a prototype, more offensive (Order's one)

Meaning is clear in this case.

So, we have the situation:

The Hathor is a own development, only the design is from the zoners. But the order developed the Hathor beyond the zoners design.

Anyway the Harthor is sold on an Order guard base in an Order guard system.
Unless you are an Order guard or have the permission by the order faction you are not allowed to 'grab' some.
Some players still do not get it that this is a ROLEPLAY server and completely ignore the current roleplay of the factions and the restrictions which come along with the given roleplay written in the rules, info cards /IDs and the development ingame and on the forums.

Still, if the confernece was supposed to be a freighter like thing, THan can Zoners have an ACTUALL gunboat? Maybe Like 6 Turrets, but no mines?
