This is the reason why most people don't want to roleplay the government because, frankly, life without a government would be so much easier. Besides, most of us log on and play for a couple of hours before logging off. Having a government is kinda pointless when you have 8-9 people on tops. If there is a problem, you talk to that other person and if there is a major policy decision, then pure democracy is the best way of handling it, even if the faction is a hardcore dictatorship.
I believe there are only a couple of factions that need a government on this server and one of them are the Zoners.

Our faction is 'ruled' by the Council of Guildmasters.
But as is mentioned, most things we can hash out in Skype, so mostly when we're talking in game, it's as one of our sub-characters. Although Athenian does a pretty good job with in-RP posts of a senile, dead yet not quite, crotchety old fart of a Guildmaster... :)

GMG has an "Administrative Board," which is (in-game) comprised of five Guild Masters in the player faction. We also have a Chief Executive Officer to head our trade division, and a Commander for the GMG paramilitary.

This sounds fun! I was in a wicked fun mock government club all throughout high school. Unfortunately, there is already too much going on for me to get really involved...
Bretonia does, in fact, have an RP government. For example, I RP Prime Minister George Mountbatten. We've got a full set of cabinet ministers, and several Lords (and maybe an MP or two, but I'm not sure on that). Our in-game presence is minimal, of course, since the Prime Minister isn't going to be on the front lines. Our forum presence is a bit higher, but usually only when there's some RP that needs done with it.
Kusari and Rheinland both have RP'd leaders, as well, though I'm not sure either one extends to a full government.
I'd love to see the other houses get something like that rolling, though. Seeing a "West Wing"-like thread for the Liberty government would be cool.
