The reasons are many. The official reason in Kusari is that the BMM was assaulting the IMG in the Taus and Bretonia was making serious land grabs. On the Breotnian side, it is that the Kusari were becoming increasingly militaristic and looking for reasons to engage in hostilities.
However, the Corsairs state that they have influenced the Kusari government through the Hogosha and are looking to make a strike at Cali base in Tau-23 and cripple the Cardimine trade, while the Outcasts claim that the Corsairs have corrupted the Kusari government and are manipulating it through the Hogosha in order to strike at Cali Base in Tau-23 and cripple the Cardimine trade. Oh, wait, those are the same thing...
Anyway, whether or not you believe the Hogosha to be that influential, that is the shady reason as to why the war was started. No house would admit it, but, that is rather the deal in place.

And if I'm the King of the Gallic Royals which thank God I'm not, I'm going to see all this fighting going on in Sirius. Liberty vs. Rheinland, Bretonia vs. Kusari, Outcasts vs. Corsairs, etc, etc, etc, and with revenge on my mind I would be thinking, "These folks are ripe for takeover since they can't nor will they work together."
I put some thought into this myself when writing up Bretonia's history for the wiki.
My views were that Bretonia had historical claims on Tau 31 and Tau 23 since sometime during the 600s, but that since then Kusari's power and agressiveness had grown somewhat and they were looking for an opportunity to dispute those claims.
Then, in about 809/810, BMM began a period of aggressive expansion into Tau 23, leading to disputes over mining rights with the IMG. There were a few small skirmishes and the IMG began a long legal case in the Bretonian courts against BMM, but the two groups were never really at war. Kusari, however, seeing its opportunity to reverse Bretonia's claims over the Taus (and motivated by corsairs / hogosha / nomads / whatever other reasons dicussed) began to take up the cause of the IMG, far beyond what the IMG themselves had originally intended.
BAF Fleets mobilse in Tau 31 in a show of strength, so KNF Fleets mobilise in Tau 29. Some skirmishes begin and, before you know it, a full war has started. Well, of course, once war gets going the original causes are soon forgotten (it is somewhat like WWI in this respect - the trigger, in this case the IMG dispute, was a fairly irrelevent pretext) and by now the goals of both Houses have changed completely, aiming for total victory over one another.
Well, that's my opinions, feel free to disagree.
