Does asking people to leave really matter that much? I mean, you can attack them, just kill them, and if they come back kill them again. Maybe they'll get the hint that pirates are indeed shot by navy...

For instance, my character, RAHF-Ares, is an SCRA pilot.
When he sees people he doesn't like (Pretty much anyone that's not SCRA or Corsair) hanging around the fringe space that he frequents, he tells them to beat it. Sure, they generally run away after threats or attacks, or have handy excuses like "No, I'm but a civilian trader! Don't hurt me!", and that's cool - they'll get a not-so-friendly "Stay away from me" message. But still, the Alliance aren't going to get any respect anywhere at all, from him.
This isn't gospel or anything. I would say that since there are no coalition NPCs, or any Coalition ZOI, that you must leave your policing to your own home system, (I don't think this would include telling someone to 'go away' like you said, so you would be ok.) Outside your home system you are limited to those actions your current ID allows you.
Well I don't think Harrisson knows about that because that little probation thing he mentioned about rule breaking is a promise not a threat and I myself have no knowledge of the incident just as i have really just returned. Looks like investigations need to be done...
