Simply because a faction doesn't have a mining bonus doesn't mean they aren't miners.
If you want the ZoE to move into the edge worlds, how about you give them a reason to. As it stands now, the edge worlds aren't much fun if you want interactive RP on a regular basis. I ran a whale through most of the Edge and rarely encountered any pirates. It sucked, so I became a miner in the more populated areas so I could get some RP. Guess what? I did and I enjoy it more. (Not a Zoner miner, mind you.)
With the removal of Silver Ore from Penn, this may be been done. Time will tell.
As we've stated before... We'll be expanding as we are able to... We also will be concentrating on certain Ores once we start getting contracts.
Silver's gone, we realize this. Gold's still around, Niobium's still around, all the other mining stuff's still around... So... we'll be moving out and moving on.

the thing is that zoner actually made a decision a long time ago to get out of the houses. why would they be coming back now? for profit? zoners? seriously? are there not enough mining corporations in the houses? why would someone want to try find a niche in the market when there is none? definately not in silver mining in penn.
this company's rp would be great if they were mining in the borderworlds or edgeworlds. there are iridium ores in delta that sell for what .. 4k at gran canaria? why not mine and sell that?

Unfortunately the Vanilla Zoner doesnt really exist anymore. Too many things have happened between the Houses and Zoners, Zoners are constantly at odds with Bretonians over Gran Canaria and a whole colony of em live on Planet Erie as well as Bethlehem. To say we should stick to the edge, or the border is like asking us to abandon a lot. We use what the Admins have made for us in RP, through the development of the Discovery mod. If that is an issue than it will be changed, if not it will stay the same. While it is still true that Zoners left to be rid of the Houses, in RP Zoners are growing and starting to contact and make deals with the Houses in order to keep their standing whilst being free to progress. It isnt what Zoners used to be, but its just how the Disco lore has been written.
Zoner Roleplay is essentially a slider that goes between two polar opposite points.
1. Vanilla storyline: Zoners do nothing more than run Duty-Free shops in the Edge Worlds.
2. Discovery storyline: Zoners have giant capital ships, their own planet, and enforce NFZ on ever Freeport.
As a result, every player has drastically different interpretations depending on which storyline they perfer.
For example, some people think that Zoners left the Houses, became powerful, and want to continue to stay disconnected. Other people think that Zoners left the Houses, became powerful, and now want to restablish communication with the rest of the civilization (including trade).
Nobody is wrong, per se. And I think it's come down to each player forgeing their own destiny.
