To follow up with what Hoodlum said - just because YOU want to be neutral to them does not mean that THEY want to be neutral to you.

Which part of 'No chance' was not clear ? The RP ramifications are stupid. You could shoot Guards all day,
land, immediately be neutral, no consequences ... And of course, a considerable number of the Guard
systems are owned by factions who don't want Zoners or anyone else, snooping round their bought and
paid for homes.
The ninja is for keeping friendlies and hostiles where they should be without NPC bashing, not for some
convenience to allow 'quasi-neutrals' to explore without consequence.

Howabout a repninja on the Zoner ID to make them hostile to the Gallic Royal Navy? Given how many times Gallia has snubbed them, blown up their stuff, and how the Zoners have actually tried to retaliate a few times, I'd say its safe to say they're kill on sight. Not that they haven't been from the start.
While we're at it, howabout making the Outcast ID repninja hostile to the GRN? And Council? Shooting house militaries makes the GRN non-hostile to you (regrettably) which means that a lot of people who really shouldn't have any business being in Gallia in the first place, much less docking on the Beuvray to escape GRN| players (not a terribly rare occurrence), end up doing just that.
If all else fails, is it possible to FR5 an entire NPC faction? There's certainly enough ingame evidence for that...

No. Not ever. Not at all.
Zoners don't just become neutral because they claim to be Zoners. You work for your neutrality. Its part of our RP. Get used to it.
While I would love a /restart Zoner it ruins the RP for new Zoners, no one is neutral because they put the right ID on. You work for it.
