I'd be extremely surprised if it was possibly to change the cargo capacity on-the-fly. The capacity is by default tied to the specifications of the ship, changing it for one means changing it for all. Then again, with the power of FLHook these days, it could be possible on a per-case basis. At the same time, FLHook must also be able to check that the cargo pods allow for the given capacity, otherwise it'll just think it has been changed client-side and will kick for cheating.
