First of all, it's nice to know that one of you is willing to talk to us and give us a bit more info about your group. Now, you got the Hogosha basics down, your goals are perfectly within Role-Play. Good start mate.
There are however, several problems with your group. The fact that some of you members have little to no knowledge of the English language is not good. First and foremost reason is that they will have a really tough time trying to Role-Play in game, since everyone writes in English. Secondly, they will have trouble understanding the server rules, which can lead to harsh consequences.
Now the BDS and the Yakuza have Role-Play reasons to declare you hostile. First reason being is that you are at least from the Yakuza's eyes, viewed as competition. We are greedy bastards and we want to monopolize as much as we can on the piracy business in Kusari. Of course if you wish to make some form of contract we could allow your presence. You may ask why we don't conduct such extortion methods towards Hogosha independents. Well, the reason being is that they aren't a group, or an Hogosha organization in Role-Play, thus it would be pretty hard to track and control everyone of them.
Moving on. Second reason for us become hostile to your group is that you or one of your members gave the location of the Tottori Jumphole (our most precious system) on the system comms to some random gaijin. This is a very big deal to us in Role-Play. Outside of our character's perspective we don't really care, but as our characters we do care.
Also, a small suggestion, you may do as you wish but I suggest you try to use more "serious" names so to speak. I saw one Gopnik guy who used alot of symbols and numbers - also known as "leet speak". It looks alot better from a Role-Play perspective if you use real names, dosen't necessarily have to be Japanese names but you know normal names given to humans.
Lastly, I think if you really want to continue having fun and Role-Play with your group in Kusari, you must make a tough choice. You see those members of yours that hardly know any English at all, either you have to ditch them, or you have to somehow work out a way to have them continue playing on this server with the guidance of those members who do know English. Regardless it's going to be really hard, and you might still end up with them accidentally messing things up.
That's all I gotta say. You can discuss things here if you like. Any questions or maybe work things out with us BDS and Yakuza for a possible truce. As of right now however, we remain hostile due to the Role-Play reasons I stated earlier.

about some of my numb fellas - yes, its a big problem. they tryed to play wile i was away but only got themselves sanctioned for bad rp... we already discused it and desided that none of the "numb" gopnik will ever play alone without support of those who know english well enough. they will anyway use their traders or any other chars at their own risk.
about tottori jh location. i think we need screen or at leest a name of acused person cos all 3 english speaking pilot were with me on my week trip, and i seriosly doubt that others could understand any question about jh location. usually if anybody ask them anything in game they retype it to those 3 english speaking pilots, then we type em what they suppose to respond... i know its silly and funny. most of the time they just say - type to matrosik.
about names. the guy you were tolking about (i guess) is gopnik|y6iBaIIIka. that ment "killer" on his own language, he just spelled they way its supposed to pronounce. anyway i insisted that he renames. and "leet speak" i have no idea who he is, not from my group. the main reason they chose silly names is this: im a clan leader of "TBR" from another game, my clan has about 50 members, ones i told em about freelancer and some of em wanted to try and evaluate it. and in most games that you try for the first time usually you try to make some heroic or strange name, and they do. so you might say that most of gopnik group are noobs. and id be more then happy if this war that you tolked about will be more like "agreed" fights like 5x5 or 1x1 in tottori or any other system so that they can practice and become better pilots. and if they winn in any pvp (wich i seriosly doubt at leest for now) gopnik group will pay for any expenses.
about greed and all that stuff. when they came to try freelancer i had a character and some cash, so most of em just robed me to get good setups and were thirsty for actions. so i showed em how to tax foreign traders, and for some time that was all they wanted to do))) but now they are comming to their sences and beginning to understand that this game is more then just pirating or trading. war with bretonians img and so on is much more fun))). they are learning. when we tax we do it a bit "old fasion way" like lvl 65-69 1 mill, 70-75 2-3 mill, ships with niobium ore or silver ore with more then 2700 cargo max 10 mill. when english speaking pilots in group (now its a rule) we also offer to rp pilot out and some get away without paying, or we offer a "flip a coin" game (/coin command) and theres 50% chance that you will pay 2x times more then we usually ask or if you winn then just fly away))). in any case when we tax we do it for fun and not for getting much money so you cant really tolk about greed here. we also tax same person ones in 24 hours.
i think i commented on all points from your message. if you have more segestions or toppics, then please post em, or even better if we can discuss it over ts (team speak) itl take much less time and will be more productive.
Sorry to say I don't got any evidence of the guy who revealed the location of the Tottori Jumphole. From an Out-of-role-play perspective it was a very minor thing, it was just during that situation in-game my character reacted badly. But nothing worthy of screenshotting.
But we can leave that behind.
Now I understand you don't wanna let go of your members who can't speak English, but it's good that you try to only let them fly when some of you who do know English are present. This is important because else like you said yourself, they can get into trouble simply for not understanding the language. Which is a sad thing to hear since I'm sure their intentions are good.
Anyways what we can do is perhaps my character ([|]-Y-Hideki) could talk to you and we could settle these hostilities in return that you follow some simple guidelines that the Yakuza and BDS will give to you.
What these specific guide-lines are we can discuss tomorrow because it's really late for me and I have to sleep in a couple of minutes.
Also, if you don't got Skype already you should really download it. It's like a chatting tool like MSN or Yahoo Chat. Many players in Discovery have it and it's alot easier to communicate through that program since it's instant chat.
i got skype but we dont use it in game cos of too many sounds it piks up, but we can use it tomorrow for communicating. and my local time now is 9 in the morning)
I don't want to interfile in your discussion but I want to point out that I made similar discussion with gopnik|matrosik in game and in their team speak channel with my independent hogosha char- Kurwar.Mimoto
Their group seems to be decent but very fresh to discovery and that's why they make some typical new players mistakes. I would ask you to give them chance to evolve in their game-play since they are willing to do it.
