I would suggest being a little bit more specific with your RP posts. For example, rather than sending to "Bretonain Authority", how about sending it to Bretonia's military intelligence - if indeed you have found out about the GRN's plans, etc. Otherwise, it was a bit difficult to come to a conclusion about the purpose of the thread.
Well, you can't exactly expect the Bretonian leaders to add every new person who wants their tech on skype. If you wish to pursue that path, then you'll need to do the adding first.
I've found the open acts of friendliness (usually tied to war cargo transferred or criminals/enemies killed) to help you with the tech requests. You ask them without anything done, they say they can't give you nothing. You ask the same with 5 heads on pikes and a few tanks delivered, they'll consider you as an ally.
It's how disco's governments work. You scratch their backs and they scratch yours. Also the more requested something is, the more expensive and hard to get it becomes.
