Real (funny*) Example (*me in a Mafic owned by an CSV):
I tried to get a Heimdall with a Mafic, an all Rheinland Federal Police repped and IFFed even, in Munich!
But i ended up shooting the Wreck for an lvl15 CSV (im not allowed to shoot by rules) that was there too and managed to snatch it. Now since im police i then could actualy legaly ask it to stop and drop the codegun (Rheinland law) or be shot (also by server rules but usualy to late anyway).
But ofcourse the CSV ran the moment after it got what it came for (with my help even) and then i had to RP (wich i did) and only then try catch/shoot it. But instead the NPC that where around, CDed me the moment i tried to intercept while they let the "neutral" CSV escape.
So this Codehunter-CSV`s are an RP exploit IMHO and it seems some "Exploiters" use it to snatch all the Codeguns in an very OORP fashon, using the below lvl30 rule and the starter neutral rep as big advantage.

Now there is only Server Rule 5.3 d) handling it a bit:
5.3 d) Civilians who possess a CODENAME weapon may be attacked within roleplay at any level according to the piracy requirements.
But this is much to weak. It doesnt work!
It doesnt prevent them from getting the codegun and getting away with it. To the contrary it even works for them because its only about "civilian" and it demands RP. This only works in favor of the RP-Exploiters.
So i ask that this is changed to
"any CVS or vessel below lvl40 in a zone of 20k around a codegun may be shot if it doesnt leave this zone"
or something.
so.. you failed to RP and stop a CSV and you want to change rules because of it? erm... no, rule is good and new changes to the rules is just stupid. skill up to get /l1 /l2 /l3 and shoot him.
The worst bit is having to watch those skanks that use the Recruit ID fly by you and you can't do nothin'. Even if you had roleplay justification there's always gonna be some OOC mechanic to prevent you from deliverin' sweet vengeance.
