what i think would be more beneficial than activity assessments is that any official faction only receives the label of being "official" for like 1 year.
after that time they have to reapply to "keep" their official status. - becoming inofficial doesn t mean they loose their property ( stations / systems ) - but it means they loose their faction rights.
that way - we wouldn t venerate the old and rotting corpses of ancient days where factions were approved with rather rediculous rights and special RP - but each faction would simply always be up to date.
making a great difference between the factions as such is hard to do - cause who is to say which faction is small and which faction is large. - surely .... whenever there are multiple standards - factions will try to become the one with the most rights and the least requirements - and they will justify this with any means possible.
I do like the idea. However, with tens of factions, this would mean an incredible workload for the admin team. And lets face it, they are far to few for a community this size already.

Instead of trying to beat factions into being active, help them.
I, too, think that punishment shouldn't be the only way to go. But wouldn't you agree that potential rewards would motivate a faction to attempt to recruit some of these indies? :O
By elite I mean keep in role-play. Make it better, evolve, keep good quality. Which is pain in the ass for Bundschuh already. But Cawdor here is great treasure of ideas and guides. I again agree with Jammi.

Cawdor, I feel it is my duty to refute your assertion. I lead the Council, never has there been a lazier leader of any faction - and my entry requirement is the ability to type your characters name.
Concerning your idea - nope - everything's super good. No need to make more work for anyone.
Hey, this is exactly not what we need. More stratification and bureaucracy, less playing and fun.
