Even if they were breaking the rules that isn't necessarily a reason to file a report. If you personally don't have a problem with someone's actions it would be stupid to report them on a technicality.
In short, no, they can't do that. If they were using a Pirate ID, then they needed to make a proper demand, "running for your life" isn't a demand, since it's clear their intent was to kill you from the start.
If they used a Merc/FL ID, then they can't do this either, as this point thing isn't a bounty at all, it's similar to one, but not one.

It is a bounty. They race for the big pool of the money, there were competitions of killings for a grand prize in the past. i.e MM~ against Reavers in outcast bounty-race-board.
And if they were using merc IDs then it's all fine, generic pirate IDs? That's a no-no.

You sure? They are not getting money. They are proving themselves to get the pot. And blanket bounty must be ara least 1M. If there is more than 100 blue messages proved, and that competiotion could be called "Bounty Board" then it would still be breaking rule.
It is very unclear situation.
EDIT: MM and Reaver were getting money for each claim already. +50M was just a prize for being most active. That is totally different than what it is here.

Disagree. They should be reported in order to prevent them from doing this to newer players who may think that it's totally fine.

There is nothing on the bounty board for this, so no it's not a bounty.
