This would be fine if the server could support much more players and if Discovery was more popular. Currently, you would need to have a LOT of people to protect that thing, you know. And, sadly, a handful of good bomber pilots can deal with any BS, fleet fight or not.

Unlikely. I'd rather have cau8 flagship that can be used once in 4 hours, in the worst case, then cau9 that can be used once in 2 months, again in worst case.

About the 2 months- well this is option- I personally cannot care less if the said ships does not need to stay on dry dock for 2 months and are playable again after 4 hours- but if you gain nothing by destroying such ship would you organize hunting for it?, however if you make them OP they would need to stay on Dry Dock- if 6X armor is not enough make it 8X or 10x, make their guns with 2X DPS output- make them scary monsters that would tear everything around apart,however if you get them they stay grounded for 2 months- in my option it would be fun for all sides- tactical decisions to deploy the monster or not to deploy it, tactical decisions how to remove it, large scale battles- a lot of activity.
I also does not think that people would loose it so easy-destroying it is different then docking it- it should have enough hull and escorts to be able to safe dock, and the factions that would deploy them wont let them unguarded for sure.

You're going into same area as Nova torp balancing - it'll be very hard to properly balance that ship towards low scale and large scale encounters.

But honestly, I don't mind each of Houses having a cau9 x6-9 battleship, that is being used as a flagship only, means not using it in low scale engagements.
Such battleship should, however, have serious penalties in case of being destroyed. And it definitely shouldn't be used as a Mississippi/Westafalen/Castres/put your favourite battleship installation here/ hugging device.
I wonder if there's a way to prevent that? Because, I guess, many people here remember "Gentleman's agreement" about the number of nomnom guns on Scorp.
P.S. With exception of missiles and novas. Those are indeed a working solution for dock-lovers. With repair bills hitting 50+ millions (in case of multiple HMs installed).
But as (my) practice shows, it's not always usable in fleet battle. Too little DpS/DpE, too many things to worry about, other then blowing up certain battleship's turrets. But useful, nonetheless.
