The Prime Minister would like to extend to the Bretonian Prime Minister (or nominated delegate), a cordial invitation to visit Kusari for talks.
There are a number of topics the Prime Minister is keen to discuss, such as:
- The booming market in Custom Base commodities
- Legal issues and experiences with Custom Base Installations
- The legal status of the Republic of Kusari
- The impacts of monopoly markets on the Sirius economy
- Declining and emerging House markets
- Economic implications of experimental jump-drive technology
Bear in mind, the Kusari Government is holding high-level talks with a number of foreign delegates over the coming weeks. Rest assured that any political sensitivities are being accounted for. At no time shall any representatives from Bretonia be scheduled for meetings, where there may be the potential for conflict with parties hostile to Bretonia.
The Prime Minister hopes that the Bretonian Government can send a delegation at its earliest convenience.

Good day to you, Prime Minister. I must say this transmission greatly interests me - Bretonia and Kusari once shared a mutual relationship of trust and prosperity, grounded upon our mercantile fleets and combined interests. That mutual relationship was brutally dashed with Jien Kogen's headlong, homicidal charge into the Taus, and his ordered butchery in the Leeds system. Thousands dead, millions displaced, countless billions spent.
Myself and the rest of the Cabinet have been carefully watching the development of your new Republic, and the progress it has made. With a change of regime to more level and reasonable heads, it may be time for a re-evaluation of the last six years' relationship. The first step towards true peace between our nations has already been taken with the cessation of hostilities. We would like to see where you intend to place your foot next.
The Gallic invasion currently requires my constant presence on the home front. Needless to say, I will be sending a trusted man - my personal aide, Sir Gregory Manning. He will have been briefed on the situation, and has my own personal blessing to conduct negotiations with the Republic. Let us treat this meeting as an opportunity to establish a true legacy for the future of both our peoples.

For the security of the delegation, unannounced would be preferable. Media attention would probably draw the attention of undesirable malcontents who seek to sabotage the diplomatic process. Any progress can be broken to the public post-fact. As to security, we require the following to be approved:
Access rights to your territory for the government Royal Liner, the QCG|HMS-Victory.
Permission for an onboad military bodyguard of 50 men.
Permission for Intelligence Services escort fighters to see the HMS Victory through to its destination.
A native patrol wing of local defence fighters - perhaps the State Police - would also be appreciated, but non-essential. The route we shall take into Kusari will be broadcast closer to the time of departure for security reasons.

The decision to allow Intelligence agents as part of your delegations escort is still being discussed. However in interest of providing the maximum security for your Delegation and escort, I request that you forward a potential travel date at the soonest possible time, so we may co-ordinate our security teams within Kusari.

Good day to you, Chokan. I am Sir Manning, the Bretonian envoy and diplomatic convoy commander. Permissions for rights of passage are still pending along legs of our route.
