Well I've already said I think the rephack should be reduced to Neutral, No-Dock, it's just a matter of getting it added to the updates. Something for your "Small game fixes" idea Govedo..? Removing contradictory rumours still here from vanilla would be a part of this as well.
Bretonia <strike>wants</strike> needs neutrality. Outcasts do not. Outcasts already have piracy and cardamine shipping, they should be looking to expand on that, not to restrict it. The only thing Bret could offer would be access to Corsairs in the Omegas but Outcasts cant go there so Bret cant offer it to them. That means Outcasts negotiating for more of what they already have, more bases (perhaps a foothold in New London proper), better distribution, deeper penetration, bend over Bretonia you wanted peace
I think you are seeing it wrong, Ursus. Somewhere (can't remember where) it is stated that Junkers handle most of the cardamine shipping these days, so the Outcasts don't need to get their hands dirty that way. They can smile and play nice with the Bretonia, comfortable that they have one less enemy that shares some of the same overall goals, while resting assured that the Junkers are keeping the Cardamine flowing. Piracy is a minor thing too - don't know if that is disco or vanilla lore though - especially in Bretonia.
The status quo is Outcasts do what they want and Bretonia ignores them until caught in the act, then they are treated as a one-off basis. Outcasts should not agree to any deal that is not better than no change at all.
Chenzo, you bring up a fair point about how public the diplomacy is. Not being around for the Bretonia-Kusari war when it all started leaves me in the dark about how it came about.
I guess I'd just use the "They're not breaking any laws" line as my BPA if asked about it, same with Hessians (although that is less likely as it's a less overt cooperation).
As for the rephacks, I don't think there is a way to have them friendly while still denying base access - it'd need to be -0.55 or lower.
