Brigand base with Maquis weapon platforms

Hi, why is the Brigand base "Montbard" in Burgundy surrounded by heaps of Maquis weapon platforms? I know the Maquis are supposed to inhabit the Brigand base too, but still it is somewhat frustrating as the Maquis are rephacked red to some factions, while the Brigands aren't.
