Sounds like someone just had it in for you. In general, if a pirate fires on me and drains my shields to 50%, or if he's being overly hostile/unpleasant and shows no signs of stopping, I'll just open fire on him. Reasonable pirates are fun to negotiate with. Unreasonable pirates are fun to shoot at, even if it's usually an exercise in futility.

Xenos (me included, although mine is a pretty moderate Xeneer) can be a nasty bunch. If you're in a foreign transport, expect death. If you're in a Liberty or freelancer transport, expect to drop your cargo. Basically, if you know there are Xenos around, it's best not to try your luck.
On the other hand, if a Xeno demands credits from you, that's an ID rule violation. Xenos may only demand cargo.

What if you have a a Pirate ID but a Xeno IFF? I'm guessing ID overrules IFF?
Pirate ID and Xeno IFF would probably violate the whole "your ID must match your IFF" thing. Xenos don't like indy pirates, not at all.
