In regards to blanket bounties: There's a whole lot of them. Most official factions have blanket bounties for just about every major enemy they have. Your example, the Contari Lance, happens to have a lot of enemies.
Specific bounties in my experience don't work so well. The player renames, or simply doesn't log that character for a bit, and so forth. It wouldn't be worth hunting bounties without blanket bounties.
As for the GRN ship with a Freelancer ID: everyone and their dog 'roleplays' a 'stolen ship' nowadays. An unfortunate fact. It's acceptable rule-wise, however.
Alright guys, thanks for the information. You're right it's a bit unfortunate, but I guess that's just how it happens lately. Appreciate the quick responses.

Once the 'renameme' command showed up, other than certain pirates that fed on their own notoriety, such as Phate or Mon'Star - blanket bounties became a necessity.
For those of you who weren't aware, prior to implementing the command, if you wanted to change your name, you had to get a 'Name Change' commodity that cost you $2 million credits, have it in your cargo hold, and then send in a note to the admins for them to change your name.
They would check it out, and if you weren't abusing the system (i.e. changing your name every couple of days), then THEY would change your name. That meant it WAS possible to put bounties on, say, "George.o.t.Jungle" and watch for when he specifically logged on and go chase him down. But with the 'renameme' command automating things, you were chasing "George.o.t.Jungle" down, he'd dock at a base, do a 'renameme', and undock as "Tarzan" and laugh at you because there was no bounty on "Tarzan".
And of course, now the unlawfuls have all sorts of bounties out there, too - it's basically a case of ... well, I think just about everyone in Sirius is a potential payout to someone else now.
