Man, I got nuked by one of these the other day while chasing a trader past The Ring. At first I thought it was a nearby Orca, but it turns out the planet's just crazy powerful.

Having these at capital planets is actually pretty cool. I won't be pirating next to The Ring anymore, that's for sure.

Not OP, however, I would make a few adjustment suggestions too.
Firstly, as Govedo said, an EMP damage increase coupled with a hull damage decrease would serve more as area-denial, and less as a sudden nuke to all-comers.
Also, in terms of realism (treading-carefully) I'd say that perhaps dividing the power by a certain factor and spreading them across some weapon platforms (so total damage can remain constant) over a wider area, not just the docking ring. I mean come on, even Edison Trent in his first starflea had heard of a planetary defence grid, not just a launcher on a docking ring.

In terms of adjustments however, let's hypothetically leave them as-is and apply some logical extrapolation.
Right now, capitols are rather dangerous, sounds fair, for various reasons.
Also sounds fair that if lawfulls have dangerous planets, so too should unlawfulls. But wait, most don't have planets. So some bases should get them, so they too have an area or two of safety.
But now, when lawfulls flee, if they want sure-fire defence, they have to go to their capitol, but pirates can go to any base, so lawfull bases should get them too.
But now, everyone can escape every single fight by just thrusting to a friendly base and letting it nuke their opponent for them. You can see the issue.
Now, if these missiles were buffed, it'd be a similar story, just slightly exaggerated in proportions.

I couldn't guess to the numbers, but I think base defence, regardless of WHAT base/planet, need to be balanced in a way that doesn't kill enemy intruders, but makes it so they are easy to dispatch by someone they're chasing. After you did just get a BASE as a reinforcement. My suggestion would be, as suggested earlier, to have capitol planet missiles, (and most base defences game-wide actually) to be EMP-based. This also allows for enemies to come within base range without getting insta-killed should they be mid-fight/RP.

I feel like I need to repost part of my previous post here.

If the Torpedos aren't murdering people who are staying near the Planet, they won't do anything. The only thing I can suggest to make you ladies happy is to reduce the damage, but increasing its tracking speed to astronomical levels so it just constantly pounds your starfish until you get savaged by it, or a player.

Realistically, I'd agree, you should die. But balance-wise, they're rather one-sided, as you're quote's only half true. Yes, military aircraft shooting in country A gets decimated, but Miltary aircraft from A can fly over, say mean things, shoot, fart and however right over it's enemies with no repercussions. And as I said in my earlier post, if everyone got this sort of power, it'd only result in hampering RP.
