My name is Kim Ho, junsa of the Kusari State Police and I would like to inform you about two events observed yesterday evening, during a routine patrol between Shikoku and Honshu system.

To Kempeitai: Stationed with my gunboat "Kim.Ho" near to planet Junyo and watching the traffic to make sure the embargo is enforced, I noticed the presence in our space of an unusual large convoy of [*USI*] vessels. It seems that they were in transit with the purpose to bring a huge quantity of Optronic Arrays from planet Honshu to Liberty space. I checked the database and I saw they are authorized for carrying the commodities listed in section 3.1.5 of the Kusari Legal Codex, so no action had been taken in this matter, but I thought that may interest you.

To Kusari Naval Forces: At 18:33 SMT, at the jump gate between Honshu and New Tokyo system, I found a smuggler with call-sign "Whatshisname", identified as Zoner and carrying 3450 units of Cardamine. When I asked him to stop, he did not comply with the order and ran with cruise mode activated. I pursued him for more than 20 minutes and I tried several times to establish a communication with this pilot, but he continued flying erratically without any certain destination and hoping that I will give up. Finally, this smuggler had chosen apparently to suicide himself, entering into the Medium Blue, somewhere in Sector 5D, located in the middle of the Honshu system. Due to the extremely high temperature from that area and being concerned for my own safety, I didn't had enough time to see if the pilot managed to eject himself so he may have escaped alive. According with the paragraph 3/section 4, from the Kusari Legal Codex, as a precautionary measure, please add the vessel with call-sign "Whatshisname" into the Kusari Criminal Database.

We've reviewed the information you have provided and found no reason for us, as a secret police, to interfere. Dealing with smugglers in not one of our direct affairs and thus this message is to be handed over to the Kusari Naval Forces and Kusari State Police central department without our analysis or interference.

Universal Shipping Vessels carrying legal cargo is fine as well. If they are interested to move in big convoys over single vessels, this might alarm our side about the situation in the border systems. Unlawful activity in the systems of Kepler and Galileo to be precise. If any further signs of increased unlawful activity in those systems will follow it's more likely we would get it on our table then.

If you'll get your hands on any information concerning the aforementioned problem we would like it to be sent directly to us without involvement of the side parties into transmission.

I understand now what kind of activity could be a subject that may interest the Kempetai. Your suggestion to inform the Kusari Naval Forces and Kusari State Police central department about smugglers is well-intended, but at the offices of the Kusari State Police I didn't find an officer with a higher rank and the Kusari Naval Forces didn't answered me, although so far, I submitted two reports with clear evidences regarding unlawful activities occured in Kusari space. I know that are probably busy right now with more important tasks, especially during this period, when the political situation from Kusari is hectic, due to the electoral process.

But... hai. I will comply. I will not bother you again unless any further signs of increased unlawful activity in Kepler or Galileo system will be observed. Arigatō for your precious time!

The Admiralty appreciates the zeal you are displaying in the execution of your duty. Kusari is in deep need of motivated men and women, to make sure our own remains safe; that our great House adheres to the rule of law in practice.

As you guessed, our circles are quite busy, given the current situation.
The vessel callsign'd 'Whatshisname' is a known smuggler, already spotted more than once by our patrols. Our directives are to either board or destroy the ship as soon as located.

That said, the Admirals Circles are aware the Criminal Database is outdated. The Ministry of Defence has already been contacted to take a decision regarding this issue.
